Introduction

The Bureau of Indian Standards-BIS has launched a new regulatory framework called the BIS Scheme X Certification under the Omnibus Technical Regulation. It is specifically introduced for ensuring the essential safety, quality, and reliability of machinery and electrical equipment before being imported into the Indian market.

What is BIS Scheme X Certification?

BIS Scheme X is a newly introduced conformity assessment framework by the Bureau of Indian Standards (BIS) that supports long-term quality assurance for manufacturers across various industries. The scheme is part of BIS’s broader push to ensure continuous compliance while reducing the burden of repeated inspections and documentation for trusted manufacturers.

Purpose of BIS Scheme X Certification

The Machinery and Electrical Equipment Safety (Omnibus Technical Regulation) Order, 2024 initiated by the Ministry of Heavy Industries gets enforced through the Bureau of Indian Standards (BIS). Such a scheme would become effective on August 28, 2025. This order will apply to various machinery and electrical equipment such as pumps for liquids, compressors, cranes, rotary electrical machines, transformers, and switchgear among many others.

This order exempts conformity assessment machinery, equipment, and component models manufactured under Section 16 of this Bureau of Indian Standards Act of 2016

Furthermore, the only approval by the Ministry of Road Transport and Highways “Scheme X” – wherein equipment will be made to conform to CMVR Rules, 1989-directives – speaks for itself in that it promises stringent technical and safety requirements for such construction equipment to be met. 

But it should hold good for such an order. It is for an exhaustive range of machinery and electrical equipment such as, e.g.-pump for liquids, compressor, crane, rotary electric machine, transformer, switchgear.

The order thus relieves machinery and electrical equipment-component models manufactured under Section 16 of the Bureau of Indian Standards Act, 2016, from undergoing conformity assessment. Further, only the MoRTH approves “Scheme X”-whereby equipment will be made to conform with CMVR Rules, 1989-directives itself has stringent requirements on its technical and safety performance for such construction equipment.

What is Omnibus Technical Regulation?

The Ministry of Heavy Industries published a Gazette Notification regarding the ‘Machinery and Electrical Equipment Safety (Omnibus Technical Regulation) Order, 2024’ on August 28, 2024. This notification formalizes the safety and compliance of machinery and electrical equipment and their components in regard to the BIS Scheme X Certification.

This order shall be applicable to all categories of machine and electrical equipment together with assemblies, sub-assemblies, and end-of-line equipment thereof, except for the below machinery and components which are already under the jurisdiction and purview of any other orders as being issued by the Bureau under the powers conferred under Section 16 of the Bureau of Indian Standards Act, 2016.

  • Machinery and components which are already covered under any other orders as issued by the Bureau in exercise of powers conferred under Section 16 of the Bureau of Indian Standards Act, 2016.
  • Goods manufactured in the country only and exported.
  • Construction equipment under the Central Motor Vehicle Rules, 1989 (CMVR) of MoRTH.

This regulation will be effective from 28th August 2025. All machinery and electrical equipment as defined under the Omnibus Technical Regulation 2024 and low-voltage switchgear and control gear as notified by the Ministry of Heavy Industries will come under BIS Scheme X Saw Certification.

What is the BIS Certification for Machinery and Electrical Equipment Safety?

As per these provisions, the Bureau of Indian Standards (BIS) lays down the requirements for granting BIS Certification for Safety of Machinery and Electrical Equipment not specifically under any head laws of India through the Omnibus Technical Regulations with an intent to have quality assurance and safety of such products sold in India. 

The conformity of Indian Standards (IS) on safety, performance, and reliability would thus be ensured through the certification. The scheme is a part of the Omnibus Technical Regulations and cuts across various product categories, thereby unifying them under the soft umbrella of a single regulatory framework, to enable a better compliance across the industry. 

Latest Update : June 2025 : Enforcement Extended

In a recent update, BIS has extended the mandatory compliance deadline for Scheme X to September 1, 2026, particularly for manufacturers producing machinery and electrical equipment listed under the Omnibus Technical Regulation Order, 2024.

What’s New:

  • Originally planned for enforcement on August 28, 2025, the deadline has now been officially shifted. 
  • This allows manufacturers more time to meet infrastructure, documentation and QMS readiness benchmarks required under Scheme X.

New Mandatory Deadlines : September 1, 2026

This change is especially relevant for manufacturers affected by the Omnibus Order, which mandates safety and compliance standards for critical categories such as:

  • Industrial Machinery
  • Electrical Equipment
  • Pumps, Compressors, valves
  • Control panels, Switchgears etc

Who must comply with Scheme X?

BIS Scheme X is mandatory for manufacturers involved in high risk or safety sensitive categories, especially those under the Omnibus Technical Regulation. These includes:

  • Pumps and compressors
  • Electric Motors
  • Control Panels and Switchgear
  • Valves, Cranes and Lifting Machines
  • Agricultural Machinery
  • Welding Machines
  • Small Household Machines
  • HVAC systems

  • IS/IEC 60947 Series – Standards on low-voltage switchgear and control gear and specification covering various operational and safety parameters in various parts and sections.

Eligibility Criteria for BIS Scheme X Certification

BIS Scheme X Certification Process of Domestic Manufacturers

  • Documentation: Since all requirements of documents are needed to be collected.
  • Application Submission: Fill up the Application Form and submit the Application Fee in BIS.
  • Application Review: The application is then reviewed by BIS and may request the applicant for clarification or additional information.
  • Nominate and Payment of Auditor: The audit shall be carried out by BIS and the fee for it will be paid to BIS by the manufacturer.
  • Factory Audit and Sample Submission: Auditor inspects manufacturing facilities and product sample collection, sending them to a BIS recognised lab for testing. 
  • Sample Testing and Payment: Tests these samples by the laboratory according to the relevant Indian Standard. 
  • Marking and License Fee Payment: Successful audit and testing and then marked and license fee are paid to BIS by a manufacturer. 
  • License Grant: BIS grants a license to the manufacturer for using the ISI Marks.

BIS Scheme X Certification Process

BIS Scheme X Certification Process for Foreign Manufacturers:

Generally, the foreign manufacturers follow a similar certification process as those of domestic manufacturers; however, it becomes more complex due to global logistics. The following are the usual steps for a foreign manufacturer: 

  • Documentation: Collection of all documents which are mandatory under the BIS regulations. 
  • Application Submission: The filling up of the Application form duly completes it and pays the fee to BIS. 
  • Application Scrutiny: The BIS scrutinizes the application and may require the manufacturer to clarify or supply further information as needed. 
  • Auditor Appointment and Payment: An auditor will be nominated by BIS to carry out an inspection of the factory, the audit fees concerned to be paid by the manufacturer. 
  • Factory Audit & Sample Collection: The factories deal with a thorough inspection carried out by the auditor from BIS. It is followed by sample collection and submission to a BIS-recognized laboratory for testing
  • Sample Testing & Payment: Samples are tested to meet the parameters of respective Indian Standards. Direct payment is made by the manufacturer to the laboratory by way of test fees. 
  • Marking and License Fee Payment: Now manufacturer pays marking and licensing fees to the BIS once audits and tests have been satisfactorily completed. 
  • License Issuance: Compliance with BIS conditions will lead to payment processing and issuance of the license by BIS allowing the manufacturer to avail his entitlement to the ISI mark. 

Estimated Timeline (Foreign Manufacturers): There are procedural complexities involved in the processes; hence, the certification of foreign manufacturers usually takes about 6 to 7 months, depending on the current procedures followed in the BIS.

Scheme-X Certificate: Validity Duration and Renewal Procedures

  • Licence Validity and Renewal: Continuous production licenses are granted for variable periods between 3 and 6 years, hence they can be renewed for similar periods.
  • Certificate of Conformity (CoC): Certificates for conformities are issued for single production runs, to both domestic and foreign manufacturers, and are not renewable.
  • Product Test Reports: If manufacturers provide their own test reports, the BIS officer shall conduct an observation test during the inspection of the factory to validate the same. Facilities subcontracted for in-house testing shall also be inspected.
  • Maintaining conformity: The manufacturers must ensure conformity and approval of their products as per the Scheme-X certification process. For processing the renewal application under these regulations, BIS will issue renewed licenses in Form-VIII as per Regulation 8.
