Why Scheme X is mandatory
The Machinery and Electrical Equipment Safety (Omnibus Technical Regulation) Order, 2024 was notified by the Ministry of Heavy Industries through a Gazette Notification dated 28 August 2024 and is enforced by the Bureau of Indian Standards. It mandates safety and conformity for critical machinery and electrical equipment, with mandatory compliance for the covered categories extended to September 1, 2026. Machinery and components already covered under other BIS orders made under Section 16 of the BIS Act, 2016, goods manufactured only for export, and construction equipment under the CMVR Rules, 1989 of MoRTH are outside its scope.

The certification process, step by step
Domestic and foreign manufacturers follow a similar path. The main difference is the longer timeline and added logistics for foreign units, which usually require an Authorized Indian Representative (AIR).
Domestic manufacturers
Documentation
Collect every document required under the BIS regulations for the product and the manufacturing unit.
Application and review
File the application form, pay the application fee to BIS, and respond to any request for clarification.
Auditor and factory audit
BIS nominates an auditor, the audit fee is paid, and the auditor inspects the facility and collects samples for a BIS-recognised lab.
Testing and grant
Samples are tested against the relevant Indian Standard. After marking and licence fees are paid, BIS grants the licence to use the mark. Timeline is about 90 working days.
Foreign manufacturers
Documentation
Compile all documents mandatory under BIS regulations and appoint an Authorized Indian Representative.
