Introduction

The Energy Conservation Act of 2001 mandated the creation of the Bureau of Energy Efficiency (BEE) on March 1, 2002, under the auspices of the Government of India (GOI). BEE was tasked with formulating regulations and devising strategies to enhance energy efficiency, with a particular emphasis on fostering self-regulation.

Under the stewardship of the Ministry of Power, BEE assumes responsibility for enhancing operational efficiency, providing strategic direction, and formulating conservation initiatives aimed at ensuring the optimal preservation of energy resources.

Role of BEE Star Rating Certification

The Bureau of Energy Efficiency (BEE) collaborates with designated customers, agencies, and other entities to fulfill its responsibilities under the Energy Conservation Act. It leverages existing resources and infrastructure for this purpose. The Act includes both legislative and promotional provisions.

BEE Star Rating certification process

The first step in the process of registering a company for star labeling involves completing registration with the BEE through the online portal. This is mandatory for any manufacturer, importer, or trader looking to participate in the scheme. During registration, applicants must provide essential documents and details online, including ISO 9001, Trademark, COI, and an Authorization letter. Additionally, hardcopy originals of these documents must be submitted to the Bureau of Energy office. Depending on the size of the business, fees apply, with INR 1,00,000/- for large-scale industries or INR 25,000/- for MSMEs.

Upon approval of the company registration application by the bureau, applicants receive login credentials for their portal via email. These credentials enable them to proceed with the model registration application.

Before initiating the model registration process, product testing from an NABL-accredited or ILAC MRA lab is necessary. The test report must adhere to BEE standards and encompass all testing parameters. Applicants need to provide testing documents and product samples as per the lab’s specifications. It’s crucial to ensure that the issue date of the lab report is within 90 days before applying for model registration.

For model registration on the BEE portal, mandatory documents in the specified format, along with the test report (not exceeding 90 days old), and a sample label must be uploaded online. A fee of INR 2000 is payable to the bureau.

Following the submission of the online application, hardcopy originals, and the payment receipt to the department, all documents undergo scrutiny to grant the final license to the applicant.

BEE Star Rating Certification remains valid indefinitely once obtained, provided the registered entity complies with the Bureau of Energy Efficiency’s controls and fulfills any reestablishment requirements stipulated by the specialist.
