The WPC Import License is a formal authorization given by the Wireless Planning and Coordination Wing (WPC) under the Ministry of Communications, Government of India. It is a requirement when importing wireless, Bluetooth, Wi-Fi and RF enabled devices into India, including routers, Bluetooth speakers, smart watches, RFID devices, drones and others.

Even if you have already received an ETA (Equipment Type Approval), you still cannot clear shipments at Indian customs without it. In short, an ETA License indicates that the product has been approved for Indian frequency, while a WPC Import License allows the legal importation of that approved product in India.
