Introduction

In 2023, a customer in Delhi bought a 22K gold ring for her engagement from a popular local jeweller. Months later, during a lab check, she discovered it was only 18K. Despite the price difference, the jeweller claimed ignorance. With no BIS 916 hallmark engraved on the ring, the consumer had no legal recourse.

This is exactly why the Indian government made Hallmarking Certification mandatory for gold and silver jewellery.

BIS Hallmarking Certification: Ensure Gold Purity in India

Hallmark Certification is a formal mark or stamp on precious metal products, including gold, silver, platinum, and palladium to display quality and authenticity. Hallmarking Certification must be from a government-approved striking center under strict national or international hallmarks. If you are a consumer purchasing gold jewelry or a jeweler selling silver ornaments, you can rest assured by BIS hallmark that you have a certified product.

BIS Certification(Hallmarking)

Under the Scheme, BIS Hallmarking Certification is mandatory for Selling or Manufacturing BIS Hallmarking for Gold and Silver Jewellery. This requirement exists because visual inspection alone cannot determine the purity of Gold.

BIS Hallmarking Certification addresses this issue by offering essential information and verifying the gold’s purity, thereby easing concerns about authenticity.

Without proper examination, it is not possible to recognize the purity of gold only by touching or seeing it. While two likely identical BIS Hallmarking Gold ornaments might vary completely in Gold purity. BIS Hallmarking rectifies these concerns by assuring transparency and purifying the gold’s actual purity.

What is Hallmarking Certification?

Hallmarking Certification is the official process of verifying the purity and fineness of precious metals, primarily gold and silver, regulated by the Bureau of Indian Standards (BIS).

What is BIS Hallmark?

A BIS Hallmark is a stamp on jewellery that certifies its purity based on predefined Indian Standards:

  • BIS 916 Hallmark: For 22K gold jewellery (91.6% pure)
  • BIS 999 Hallmark: For 24K gold (99.9% pure)
  • BIS 925 Hallmark: For sterling silver (92.5% pure)

Why is hallmarking Important?

  • Protects Consumers: Guarantees buyers are not ripped off for impure or fake metal.
  • Enhances Seller Credibility: Gives customers and partners more faith in the seller.
  • Ensures Compliance: In many countries, hallmarking is a legal requirement.
  • Ensures Resale Value: Hallmark jewelry has a higher resale (and insurance) value.

Why Hallmarking Certification is Mandatory in India?

From June 16, 2021, the Indian government made hallmarking compulsory for all jewellers in select districts under the Hallmarking of Gold Jewellery and Artefacts Order.

Key Reasons for Compulsory Hallmarking:

  • Protects buyers from fraud and misrepresentation
  • Builds transparency and confidence in the jewellery trade
  • Enables legal remedy for customers
  • Ensures fair pricing and purity assurance

Note: Hallmarking is now enforced across 350+ districts in India.

What Does a Hallmark Include?

Every hallmarked item includes 4–5 important markings:

Component

Meaning

Purity/Fineness Mark

e.g., “916” for 22K gold, “999” for pure silver

Assaying Centre Mark

Unique ID or logo of the certified testing lab

Year of Marking

Alphabet code representing the year the item was tested

Jeweller’s ID Mark

The jeweler’s registered logo or license number

Official Hallmark Logo

(Like the BIS logo in India) indicating compliance with national standards

Who Issues Hallmark?

Hallmarks are granted by licensed and regulated hallmarking centers, or assay centers, that test and validate that metal items meet the standards outlined by:

  • Bureau of Indian Standards (BIS) in India
  • Assay offices in the UK
  • Common Control Mark (CCM) in European countries
  • Federal Trade Commission (FTC) in Coated in the US

Significance of BIS Hallmarking Certification

For Consurmer: For Jewellers:
Guarantee of Purity
Enhanced Reputation and credibility
Protection against Adulteration
Increased Customer Trust
Trust and confidence
Competitive Advantage
Resale value
Compliance with Regulations
Standardized Assessment
Facilitates Exports
Grievance Redressal
Business Growth

What is 916 BIS Hallmark?

916 BIS Hallmark is for gold jewelry that meets the Bureau of Indian Standards’ (BIS) quality and purity guidelines it was, like all gold jewelry sold as 916 gold, 91.6% pure gold. The number 916 is shorthand to represent purity level of gold, and the item is made of 22 karat gold (22 parts out of 24). The BIS hallmark stamp is an assurance to buyers that they are purchasing gold that meets the quality and purity levels of established Indian regulations.

Types of Hallmarking in India

 1. Gold Hallmarking

Covers purity levels such as:

  • BIS 916: 22K gold (91.6%)
  • BIS 750: 18K gold (75%)
  • BIS 585: 14K gold (58.5%)

2. Silver Hallmarking

Covers:

  • BIS 999: Fine silver (99.9%)
  • BIS 925: Sterling silver (92.5%)

Different Parts of the BIS Hallmarking

Five different elements or marks were present on previously used gold items marked with the BIS Hallmark. The BIS hallmark was done using the old method. This hallmark stamping indicates the conformity of such gold to purity standards specified by the Bureau of Indian Standards.

  • Old methods used in Hallmarking in Gold:

BIS Mark Standard or BIS Logo: BIS Mark Standard or BIS logo is a triangular symbol assuring the purity of Gold or Silver. It signifies that an independent assessor has evaluated the item and confirmed the metal’s fineness, a process usually performed by a BIS-approved hallmarking center. BIS is the only government-authorized agency for gold jewelry hallmarking.

Purity Grade: A measure of purity uses karats (KT) and fineness numbers denoting the purity of gold. Pure gold is known as 24KT; it’s too soft to be used as jewelry or ornamental purposes. And so to increase durability, gold is allied with other metals in this case zinc or silver.

The gold jewelry can have different purities ranging from 14k to 22k. Take 22k gold for example: usually hallmarked with a 916 BIS Hallmark, this means it is made of 91.6% pure gold with 8.4% alloyed with some other metals. Similarly, jewelry in 18k and 14k gold is designated by fine numbers of 750 and 585, respectively.

BIS Hallmark Center’s Mark: The BIS licensing trademark (BIS Hallmarking License), belonging to the marking center or third-party evaluator, gets marked on each product. This mark gets checked for gold and silver purity and enables tracing back to the center in case of any inconsistencies later.

Year of Marking: These indicate the year of marking or assaying of the object. The Bureau of Indian Standards (BIS) assigns one letter representing the year in which this marking is done-for example, “A” for the year 2000, “B” for the year 2001, and so on.

Jeweller Mark: The marker identifies the jeweler or manufacturer. Jewelers accredited with BIS benefit from the addition of a unique BIS hallmark logo to their creations. These marks are visible on the jewelry and can be used for purity measurement.

New method used in BIS Hallmarking in Gold: In the gold quality assurance sector, the Bureau of Indian Standards (BIS) has implemented a new hallmarking system based on a unique identification number (UID) in support of the standard BIS hallmarking as well as the purity of gold.

At last mandatory BIS hallmarking of gold ornaments and artifacts has become applicable at all India level from 2019. Hallmark gold jewelry is, therefore, sold by registered jewellers through certified outlets only in accordance with the provisions of Regulation 5 of the BIS (Hallmarking) Regulations, 2018.Consumers can search for licensed jewelers by state or region and IS number.

For Hallmark Showroom and Jewellers, the Bureau of Indian Standards (BIS) Registration Needs.

For the selling of Hallmarked gold articles or jewellery, the jeweller requires Hallmark Registration with the BIS for each sales outlet. The registration is location-specific and requires the applicant to fill out all forms and documentary requirements, pay the prescribed fees, and sign the license agreement. A separate registration is required for Hallmarked sales of silver jewellery/artefacts.

The jewellers will be bound under the contract when registered. Specific violations like deviations in the purity of precious metal or deviation from specifications are grounds for cancellation of the license and imposition of penalty proceedings against the jeweller by BIS.

There are unannounced inspections by BIS at periodic intervals during which samples of Hallmarked goods may be taken for testing at its referral assay laboratories. Any failure of the sample to meet the concerned standard shall hold both the jeweller as well as the center for assaying and hallmarking responsible.

Different Types of BIS Hallmark Certification

The Bureau of Indian standards (BIS) in India is the national standards body of the country that has allowed Assaying and Hallmarking Centres (AHCs) to exist in India. These AHCs are vital in the hallmarking process and will test for the purity of precious metals; gold, silver, platinum before the actual BIS hallmark is applied.

The types of hallmarking centres include:

  1. Assaying and Hallmarking Centres (AHCs)

An AHC is a laboratory accredited by BIS and is allowed to test and verify the purity of precious metals. After the testing is performed, the article is stamped with the official hallmark. Each AHC has to be operated with technical, infrastructural and quality management requirements determined by BIS.

  • Is able to test articles of gold, silver and other precious metals
  • Will only issue hallmarks after certainty regarding the article meeting purity standards
  • Each AHC will have its own code, which will be included in the stamp
  1. Private AHCs

These are AHCs operated by a private company or jewellery company, however, they are also accredited, or recognized, by BIS and can operate. The AHC is still a private AHC, and the AHC will follow most, if not all of the rules and standards stipulated in the BIS. Some reputable jewellers have AHCs of their own so that the process can be made easier for customers so they can get the jewellery tested without any stress.

  • Dependent upon the private company, but must follow BIS norms.
  • The in-house testing usually results faster for jewellers.
  1. Government or Institutional AHCs

Some hallmarking centers have been established by various government agencies or PSUs like MMTC-PAMP. They are typically found in industrial clusters or large cities.

Run/supported by public sector designated agencies

Typically located in jewelry making centers

  1. Mobile Hallmarking Centers (Upcoming/Proposed)

In expanding access, BIS has proposed mobile hallmarking units in remote or low access areas. These are not yet widespread, but their intention is to bring purity testing to small towns and rural areas.

  • Under development
  • Will assist small jewelers in Tier 2 and 3 cities
  • Suitable for remote areas with no access to AHCs

Different types of forms are required for BIS Hallmarking

Forms Description
Form-I
This form is used for the Application for Grant of Certificate of Registration to jewellers for sales of Hallmarked Articles
Form-IV
Application for Recognition of Assaying and Hallmarking Centre under IS 15820

Who cannot get BIS Hallmark Certification in India?

  1. If a Hallmark Registration is cancelled in accordance with sub-regulation 1(e) of Regulation 7 of the BIS (Hallmarking) Regulations, 2018, the jeweler shall not be entitled to apply for any new Hallmark Registration Certificate within a period of one year from the date of order for such cancellation.
  1. A jeweler found guilty of an offence under the Act shall not be entitled to apply for registration for a period of one year from the date of such conviction.

Note: Any registration made through the online portal by a firm or individual ineligible for Hallmark Registration Certificate would be cancelled by BIS.

BIS Recognition of Assaying and Hallmarking Centres

Although selling pre-hallmarked jewellery is the retailer’s or jeweller’s responsibility, judging the gold’s purity and quality has to be done by the hallmark centre.

Essentially, these centres are BIS-licensed trademarks of marking centres or independent evaluators. The items are tested for purity and then stamped, enabling tracing back to the centre in case discrepancies arise later.

Such facilities, as opposed to the testing laboratories, are strategically located in the city or busy commercial neighbourhoods in the vicinity of jewellery hubs and markets. This hallmarking is done on gold or silver jewellery/artefacts.

Assaying is quantitative chemical analysis of precious metals; thus, it means ascertaining the gold content in jewellery or some other product.

Assaying and Hallmarking Process:

The assaying and hallmarking of gold or silver jewellery/artefacts are done in the following steps:

  • Receiving: Receiving the jewellery from different sources marks the first stage in the process. After being examined, the jewellery is assayed; it is then arranged according to purity claimed by each party.
  • X-Ray Fluorescence: Upon receipt of jewellery samples, the fineness (purity level declared by the customer) is checked by XRF against the standard.
  • Melting: Accepted samples are drilled in defined quantities as per BIS guidelines. It facilitates the purpose of homogenizing in the melting furnace in graphite crucibles.
  • Sample Preparation: The sample is weighed, with additions of silver and copper, then sealed in lead foil for assaying. Fire assaying, which is among the oldest methods and the most reliable for qualitative assay of gold and silver, is chosen.
  • Assaying (Fire Assay Test): Gold assaying and hallmarking are conducted as prescribed under IS 15820:2009, using the fire assay test under IS 1418: 2009. Magnesia or calcium phosphate cupels are utilized in this assay, along with nitric acid having specific gravities of 1.2 & 1.3 g/cm3 and other materials: lead foil, precious metals (in this case, silver) and sulfide minerals, essentially copper. The basic principle of the assay is the elimination of lead and copper by cupellation and parting, thus separating base metals from gold and silver.
  • Cupellation: The samples are subjected to 25 minutes at 1100°C in a muffle furnace in cupels. In this process, the lead is oxidized into lead oxide and fumes out, and the cupels trap all other impurities, in addition to absorbent lead itself.
  • Parting: After cupellation, a gold and silver alloy bead is obtained. In parting, silver from the gold-silver alloy is selectively dissolved in nitric acid.

Frequently Asked Questions

Hallmarking of gold or silver is the testing and certifying of its purity by marking it with an official mark. The hallmarking process indicates that the gold or silver item has been determined to meet the required standards of purity and has been tested as a result of the services of a government-recognized hallmarking institution.

916 BIS Hallmark means that the gold jewelry is certified 91.6% gold (22 karat) by the Bureau of Indian Standards (BIS). The hallmarks guarantee the gold being bought is genuine and accurate to weight.

BIS Hallmarking is important because it:

✅Confirms gold and silver purity.

✅Provides trust and transparency.

✅It is required in India for gold jewelry.

✅Aids resale, insurance purposes, exports.

999 for 99.9% pure silver

925 for sterling silver (92.5% purity)

BIS Hallmark for silver is available and encouraged whether it is a silver coin, utensil or jewellery.

Jewellers must:

Register with BIS

Supply business documentation and complete an application

Get approval from an Assaying & Hallmarking Centre

They can then use the BIS Hallmark if passes purity tests

Absolutely. The 916 BIS Hallmark is one of the most reliable quality marks in India and internationally regarding quality assurance. It provides a guarantee that you are obtaining authenticity of 22k gold and that it has been tested by a licensed BIS center for purity certification.

Yes. As per BIS regulations, Hallmarking is mandatory for gold coins and bullion, up to certain weight restrictions (usually below 50 grams for retail). They must have the same official marks as jewelry.

Karat (K) is a measure of the gold purity (i.e., 22 was 91.6% gold. Hallmark is the official certification that guarantees and indicates that purity level is correct and has been tested.

➡️ 916 Hallmark = 22 Karat gold that is BIS-certified.

If the purity is less than what is stamped:

The jeweler may face legal penalties.

The consumer may lodge a complaint with BIS.

BIS may revoke the jeweler's license.
