  • Application for Weights and Measures Manufacturing License Renewal (Form LM-2): Since you have already been granted an LMPC Certification to manufacture weights and measures, the application form will be for you. It is typically necessary to update all information per your production, company, and compliance status.

Necessary Information Needed on Application Forms:

Although each form requires different information, the following is a rough mind map of the data you will most likely need to fill out:

  • Information about the applicant: Name, contact information, address, and the kind of organization (business, partnership, proprietorship, etc.).
  • Information about Manufacturing Location: Site, plan of layout, and specifics of the machinery and equipment used for production.
  • Qualifications and experience of technical staff involved in manufacturing and quality control are referred to as technical expertise.
  • Weight and Measure Types: Detailed designs and specifications of the devices you intend to produce.
  • Calibration and Testing Facilities: Details regarding the equipment used for in-house testing and calibration, or agreements with a recognized laboratory.
  • Other relevant documents: Registration certificates such as GST, partnership deed, if any, plus other documents as required by the Legal Metrology Officer.

Proposal for a LMPC Legal Metrology Manufacturer License

Two parties necessarily involved in an application for a LMPC Legal Metrology Manufacturer include the applicant and the Legal Metrology Department. A clear-cut description of what the entire process entails is offered as follows:

  1. Submission of the Application (Form LM-1):

The first step to applying is for the applicant to properly fill out Form LM-1 requesting basic information about the company, location, and types of weights and measures proposed for production. Completing this information in its entirety and correctly is paramount because any omissions will cause delays in the next steps of the process.

  1. Routing with the Legal Metrology Hierarchy: 

After being submitted, the application goes through a number of steps in the Legal Metrology Department.

District Nodal Officer: The first stage of the application process is with the District Nodal Officer. Next, he passes it on to the Inspector or Legal Metrology Officer (LMO) under whose jurisdiction lies the location of the applicant’s business.

  1. Document review and on-site inspection: 

 The applicant’s specified manufacturing location will be closely examined by the inspector. This includes assessments of their available resources, infrastructure, and industrial capabilities. Additionally, the application’s supporting documents will be reviewed.

  1. The Report and Suggestions of the Inspector:

Following document inspection and verification, the inspector will write a detailed report including the results, including suggestions for or against the license depending on the inspector’s judgment. The Licensing Authority, typically the Controller of Legal Metrology Certification, receives the report after that.

  1. Assistant Controllers’ Review of the Report:

Next, the application, the Inspector’s report, and the papers attached to it will all be examined by the Assistant Controllers. They will evaluate the application’s contents on their own and provide the Controller with recommendations of their own.

  1. Final Decision of the Controller:

The final call on decisions will rest with the Controller, the Legal Metrology Certification Department’s top-ranking official in each state. Together with the Inspector’s report, the Assistant Controllers’ suggestions, and all supplementary materials, the Controller evaluates the application.

  1. Resolving issues or queries: 

At any stage of the procedure, any official, from the Inspector to the Controller, can spot errors or mistakes in an application or supporting materials. In these situations, the applicant will be informed of the properly mentioned concerns or questions. It is crucial that the applicant responds to these quickly by either explaining or fixing them in order to maintain the application.

  1. Request for Payment of Fee:

The applicant is ordered to pay the required license fee if the Controller is satisfied.

  1. License Granting:

Finally, a Legal Metrology Manufacturer License is prepared and given to the applicant in the required form after the fee deposit has been confirmed.
