Cosmetic License – Manufacturers, Importers & Sellers

  • Cosmetic License is mandatory under the Drugs and Cosmetics Act, 1940.
  • A cosmetic license is required if you are planning to manufacture, sell, distribute or import cosmetics.
  • There are two categories of Cosmetic Licenses: manufacturing license and import license.
  • The Cosmetic License is issued by either the State Drug Control Department or the CDSCO.
  • The premises shall meet the Good Manufacturing Practices (GMP) guideline.
  • The application shall be made through the CDSCO SUGAM Portal.
  • Required documents and information include: details of the company, site layout plan, list of equipment, staff details including qualifications, and details about product formulations.
  • If the applicant is applying for an import license they must obtain a Free Sale Certificate (FSC) from their country of origin.
  • The cosmetic license issued is valid for 5 years and must be renewed after it expires.
