Tyre Waste (EPR Certification)

What is Tyre Waste?

Tyre Waste is also referred to as end-of-life tyres (ELTs); it is made up of tyres that can no longer be used for their original application. This can be attributed to several reasons: wear and tear, damage, or aging. Improper management of rejected tyres creates serious environmental hazards:

  • Space in Landfill: Tires occupy real estate space in landfills, and they also take many hundreds of years to decay.
  • Fire Hazard: Tyres are stacked and form highly combustible and hard-to-extinguish fires that spew toxins into the air.
  • Vector Breeding: Water has habitually stagnant in discarded used tyres, which thus act as ideal breeding grounds for mosquitoes and other insects that carry the diseases they cause.
  • Soil and water pollution: The leaching of toxic chemicals from tires is an issue that contaminates soil and water resources.

Why is it necessary to manage waste tyres?

It is very important because this activity must completely be succeeded in minimizing the environmental impacts brought about by dumped tires as well as facilitating the circular economy. Collection, sorting, and processing of ELTs is part of this activity, which leads to different applications associating different advantages:

  • Recycling: Conversion of tire rubber into new products, such as floorings, mats, playground surfaces, and as additives for rubber asphalt.
  • Energy recovery: Use of tires to fuel cement kilns and other industries (while keeping proper emission controls).
  • Pyrolysis: The thermal decomposition of tires for the useful products oil, gas, and carbon black.
  • Re-treading: New life for tires by changing their worn tread with new rubber.

Understanding extended producer responsibility (EPR) for Tyre waste.

EPR is considered a policy approach in which this will hold producers accountable to manage their products at the end-of-life stage. EPR also applies to end-of-life tire waste management, where it is expected that tire manufacturers, importers, and brand owners will hence be responsible for collection, recycling, or disposal of the tires that they bring into the market.

Major advantages that can be derived from EPR:

  • Protection of the environment: It would reduce the channelization of wasted tyres in the environment and their subsequent disposal.
  • Conservation of resources: It encourages recovering and reusing materials of value.
  • Circular economy: It advocates near closure of the loop waste resource maximization.
  • Innovation and efficiency: It urges producers to design tires that will be more durable and recyclable.
  •  Less burden on the landfill: It lessens the number of tire wastes going into landfills.

Tyre Waste Management Rules 2022

The Central Pollution Control Board (CPCB) has extended the management of waste tires under the framework of Extended Producer Responsibility (EPR) following the above rules. The EPR framework is established by the Amendment Rules for Hazardous and Other Waste (M and TM) 2022.

Producers’ Responsibilities:

  • Producers who need to discharge Extended Producer Responsibility (EPR) must obtain EPR certificates of waste tires from a registered recycler only.
  • Producers shall have to file quarterly and annual returns with the Central Pollution Control Board portal in the prescribed form. The submission has to be made at the end of the month immediately following each quarter. Quarterly return is a must for every registered entity.

Responsibilities of Recyclers:

  • Recyclers are required to file monthly data returns on the CPCB portal for the quantities of used and generated waste tires, sales by EPR certificates, and any other relevant detail.
  • Submissions to the portal have to be made in the prescribed format for the annual and quarterly returns by recyclers. The due date is at the end of the month immediately following each quarter.

Responsibilities of Retreaders:

Retreading of scrap tires is permitted to retreaders, who have to be registered on the CPCB portal for issuing retreading certificates. EPR obligations of retreaders will be deferred for one year (till 2023). Submission of retreading certificates would suffice to fulfill the requirements, provided the end-of-life disposal is taken care of through an accredited recycler.

EPR Registration and CPCB Certification: What You Should Know

India’s EPR for tire waste is enacted by the Central Pollution Control Board (CPCB). All producers are expected to register with the CPCB and obtain EPR authorization to show a commitment to responsible waste management.

A step-wise procedure is given below:

  1. Assessment and Planning: Either an assessment is done and an EPR plan developed that details collection, recycling, or disposal strategy or vice versa.
  • Register your company as a producer under the EPR framework for Tyre Waste on the CPCB portal.
  1. EPR Plan Submission: Your detailed EPR plan, including collection targets, recycling methods, disposal methods, and partnerships with recyclers or processors, is submitted.
  • CPCB grants EPR authorization after successful review of the EPR plan. Certification may take anywhere between 14-30 days.
  1. Implementing and Reporting: You will implement your EPR plan, monitor it, and report back to the CPCB at regular intervals on your collection, recycling, and disposal activities.
