1. Type Approval
The Type Approval refers to the testing of telecom equipment and certifying that it conforms to such standards as defined by TEC under the Test Schedule & Test Procedure (TSTP). It primarily concerns the Standard for Products/Equipment of the product, wrongly sometimes called the Generic Requirement (GR).

Testing may be conducted either at the OEM’s premises or in a certified laboratory environment. TEC also accepted test reports on Electromagnetic Compatibility (EMC), Safety, and Environmental Testing issued from laboratories accredited by ILAC signatories.

2. Interface Approval
Interface Approval is meant to certify telecom equipment for compliance with TEC’s standards that govern interface and connectivity features, again under the TSTP method and concerning what is commonly and incorrectly called the product’s Interface Requirement (IR).

Testing may be done at the OEM site or in a controlled lab environment depending upon the stipulations. Test reports from ILAC-accredited laboratories, covering EMC, safety, and environmental specifications, are accepted. In many cases, Interface Approval is mandatory to be obtained from government departments, telecom service providers, or regulatory bodies in order to enter the market or obtain a license.

3. Certificate of Approval (CoA)
The Certificate of Approval (CoA) is given to telecom products that are not covered in existing Generic Requirements (GRs) or Interface Requirements (IRs) specified by TEC. In such a situation, the certification is based on the technical specifications and standards developed by the manufacturer.

Testing procedures remain the same, be it at an OEM facility or a certified laboratory. Test reports relating to EMC, safety, and environmental standards from ILAC-accredited labs are equally valid for this approval.

4. Technology Approval
Technology Approval is in effect for prototypes or early-stage telecom products from C-DOT or elsewhere, from other recognized R&D institutions. This license ensures that innovations in telecom hardware or software undergo technical checks against applicable standards, making them roll-out ready.

Technical Approval is conducted vis-a-vis the respective standards of the product, erstwhile referred to as the Generic Requirement (GR). Testing is carried out either on the OEM premises or in an accredited laboratory, and TEC accepts test results from laboratories that are signatories to ILAC for parameters such as EMC, safety, and environmental performance.

  • b. Authorization Letter: A letter of authorization given by the OEM company/firm to authorize a person to carry out MTCTE related work on its behalf.
  • 2. For Indian Authorized Indian Representative (AIR) for foreign OEM: Companies or firms in India importing telecommunication Equipments of a foreign OEM. The documents required for registration are:
  • a. Registration certificate: Same as Indian OEM
  • b. Authorization Letter: A letter of authorization given by the AIR company/firm toauthorize a person to carry out MTCTE related work on itsbehalf.
  • c. Affidavit in prescribed format or MOU between AIR & foreign OEM containing prescribed clauses.
  • d. AIR Authorization Letter: The authorization letter issued by Foreign OEM to AIR clearly authorizing the AIR to carry out MTCTE related work in India on its behalf with validity, if any shall be explicitly mentioned

The Process of Approval at TEC

Application Submission

TEC Approval initiates the process upon receipt of an application. The application has to be supported by detailed technical documentation including product specifications, compliance with the standards, and so on.

Testing and Evaluation

Upon receipt of the application, TEC will scrutinize the documents submitted. A set of product categories undergo rigorous testing to ensure that they indeed meet the minimum essential technical requirements and performance criteria.

Certification

On the satisfactory completion of the processes of evaluation and testing, TEC Approval issues a certificate of approval. This piece of certification grants authorization for the product to be pushed into the Indian market since it has already been found to be compliant with local regulations.

TEC Approval Process

  1. Generation of online portal on MTCTE portal: Applicants must get themselves registered at MTCTE portal for login credentials.
  2. Application submission along with all related documents: The applicant can register online and fill in all the information along with uploading relevant documents on the MTCTE portal. Once submitted, the documents cannot be modified.
  3. Verification of the application: The TEC Registration shall scrutinize the documents. In case any document is incomplete, the same shall be informed to the applicant. On receipt of deficiency-free documents, applicant registration shall be approved. Thereafter, the applicant shall go ahead with testing/certification applications.
  4. Submission of Application for Testing / Certification: The applicant shall select the product that is to be certified, its variant details, and information on available interfaces and accompanying models, if any, and upload the BoM and datasheet of equipment to the portal. It shall also submit the manufacturing location of the Telecom / ICT Equipment under certification and the contact information of the location.
  5. Payment of fee: After submission of the application, it will indicate the relevant certification scheme, ER, and fee payable. The applicant shall effect the payment of a testing fee.
  6. Testing of product: The applicant may select the CAB of his choice on the testing section of the MTCTE portal. The Telecom/ICT equipment shall be tested in an accredited or recognized Conformity Assessment Bodies (CAB) of an MRA partner country.
  7. Submission of Test Report: The applicant shall get his product tested at a CAB and upload the test report. The applicant shall submit a summary of the test reports together with the test results, upload the test reports, and accept an online undertaking about the correctness of the uploaded documents/reports.
  8. Test report follow-up: The submitted test results will be reviewed, and if the equipment is found compliant, the issuance of the certificate will follow.
  9. Certificate issue: TEC Approval issues a grant certificate in case they are satisfied with all the test reports of the equipment as per the specified standard.
