In recent years, the use of drones has reached very high heights in India. These Unmanned Aircraft Systems (UAS) have found many usages across industries ranging from agriculture, e-commerce, security, and filmmaking amongst others. However , before you fly a drone in the air, it is very much necessary to observe by the government notifications, especially the Drone Rules 2021, which call for proper Drone registration in India.
This guide by Diligence Certifications includes everything related to drone certification, registration, licensing, pilot training, and the legal framework regarding the drone registration in India.
In India, almost every category of drone, except nano drones, has to be registered. Any drone flying according to Drone Rules 2021 must be registered on the Digital Sky Platform, which is a central portal established by the Directorate General of Civil Aviation (DGCA).
Upon registration, a Unique Identification Number (UIN) is issued to the drone, which the law requires to be affixed on the drone.
The Drone Rules 2021 lay the basis for all drone operations in India. They streamline the process of licensing, certification, and registration of drones so that this industry becomes more accessible yet regulated.
Example of highlighted points of Drone Rules 2021:
Drones or Unmanned Aircraft Systems (UAS) are classified under the Drone Rules 2021 not only according to their construction but also according to their operational control and weight. This classification helps in maintaining proper safety regulations and regulatory processes based on the purpose and capability of the drone.
Categorisation of Unmanned Aircraft Systems (UAS)
UAS are structurally categorized into the following three broad categories depending on their configuration:
These structural categories are further subdivided into:
There are distinct working rules under the Drone Rules 2021 for each of the sub-categories and subject to corresponding licensing and registration processes on the Digital Sky portal.
| Type of Drone (Unmanned Aircraft System) | Weight Category | Notes |
| Nano Drone | ≤ 250 grams | Minimal regulations; often exempt from licensing |
| Micro Drone | > 250 grams to 2 kg | Requires registration and pilot licensing in most cases |
| Small Drone | > 2 kg to 25 kg | Requires drone certification and remote pilot licence |
| Medium Drone | > 25 kg to 150 kg | Heavier category with stricter regulatory requirements |
| Large Drone | > 150 kg | Highest regulatory controls; extensive certification needed |
This classification impacts the need for drone certification, remote pilot licensing, and registration on the Digital Sky Platform.
You don’t need a Type Certificate if:
However, Digital Sky Platform registration and safety regulations might be applicable.
To receive a Type Certificate, manufacturers or importers should go through this procedure:
The technical specifications, test plans, and company information are submitted by the applicant.
The Quality Council of India (QCI) or its accredited agencies test the compliance of the prototype drone.
Performance, reliability, and safety tests are carried out according to DGCA-approved parameters.
The submitted documents and test results are checked by DGCA.
In case all the conditions are fulfilled, the DGCA issues the Type Certificate.
For drone certification, you’ll need:
Submission of these documents via the Digital Sky platform is the initial step towards obtaining your drone’s Type Certificate. After issuance, this certificate allows the lawful production, sale, and operation of drones in India.
Once you have the Type Certificate, proceed with drone registration on the Digital Sky Platform. You’ll receive a Unique Identification Number (UIN) for your drone.
This UIN is important for all future drone-related permissions and must be physically marked on the drone.
Follow these steps:
Remember: without a UIN, your drone is not legally operable in Indian airspace.
An Unmanned Aircraft System can’t fly in India without a valid Remote Pilot Licence. Only individuals who are registered on the Digital Sky Platform and hold a valid drone pilot licence are legally authorized to fly drones. The Remote Pilot Licence specifies the category, sub-category, and classification of the UAS for which it has been issued. Hence, by this mechanism, the pilot gets certified to operate duly classified drones in India.
If you wish to fly Unmanned Aircraft Systems (UAS) of more than 250g weight (i.e., anything above the nano category), the Drone Rules 2021 state that you must obtain a Remote Pilot Licence (RPL). A Remote Pilot Licence is issued by DGCA and is a legal requirement for drone operations in India.
Why Do You Need a Remote Pilot Licence?
Eligibility for Remote Pilot Licence
To apply for a Remote Pilot Licence through the Digital Sky Platform, you will need:
Here’s a step-by-step process to obtain your Remote Pilot Licence in India:
Enroll at a DGCA-Authorized RPTO
Complete Theory and Practical Training
Pass the RPTO Evaluation
Apply on the Digital Sky Platform
DGCA Review and Licence Issuance
The cost of drone registration in India depends on the category, weight, and purpose of the drone (commercial, recreational, or government use). Below is the indicative cost structure — actual charges may vary as per DGCA guidelines and service provider fees.
| Type of Drone / Service | Description | Applicable Cost (as per actuals) |
|---|---|---|
| Nano and Micro Drones | For small hobby or personal drones | As per actuals |
| Small, Medium, and Large Drones | For commercial or industrial purposes | As per actuals |
| Remote Pilot License | Required for operating drones commercially | As per actuals |
| Renewal of Registration | Applicable upon expiry of validity | As per actuals |
The timeline for drone registration and approval typically depends on the category of drone and the completeness of the documentation submitted.
Document Verification: 2–3 working days
Application Processing by DGCA: 5–7 working days
Issuance of Registration Number (UIN): 7–10 working days
Estimated Total Time: Around 10–15 working days (subject to DGCA approval process).
To maintain compliance, drone owners must renew their registration before the expiry date.
Organizations wanting to offer drone pilot training must be certified as Remote Pilot Training Organisations (RPTOs) under Drone Rules 2021.
Being an RPTO allows:

Drone registration in India is the official registration of an unmanned aircraft system (UAS) on the Digital Sky platform in terms of the Drone Rules 2021.
Yes, except for nano drones operating at heights lower than 15 meters with no commercial intention, all other drones are compulsorily required to be registered under the Drone Rules 2021.
Registering a drone involves creating an account on the Digital Sky platform, entering necessary information, uploading required documents, and requesting a UIN (Unique Identification Number).
A Type Certificate is a sanction granted by DGCA that states a drone model fulfills airworthiness and safety requirements under the Drone Rules.
You require a Remote Pilot Certificate (and not license) if you are flying drones with a weight of over 2 kg for commercial use, as specified by DGCA.
Documents generally required are purchase invoice of the drone, proof of user ID, proof of address, and serial number of the drone or equipment type certificate.
After registration, the Unique Identification Number (UIN) for your drone is valid till the end of the drone's life unless decommissioned.
The fee model varies based on drone type, weight class, and purpose. Diligence Certification offers complete-cost transparency and low-cost consulting.
