Drone Registration in India

Introduction to Drone Registration in india

In recent years, the use of drones has reached very high heights in India. These Unmanned Aircraft Systems (UAS) have found many usages across industries ranging from agriculture, e-commerce, security, and filmmaking amongst others. However , before you fly a drone in the air, it is very much necessary to observe by the government notifications, especially the Drone Rules 2021, which call for proper Drone registration in India.

This guide by Diligence Certifications includes everything related to drone certification, registration, licensing, pilot training, and the legal framework regarding the drone registration in India.

What is Drone Registration in India?

In India, almost every category of drone, except nano drones, has to be registered. Any drone flying according to Drone Rules 2021 must be registered on the Digital Sky Platform, which is a central portal established by the Directorate General of Civil Aviation (DGCA).

Upon registration, a Unique Identification Number (UIN) is issued to the drone, which the law requires to be affixed on the drone.

Drone Rules 2021

The Drone Rules 2021 lay the basis for all drone operations in India. They streamline the process of licensing, certification, and registration of drones so that this industry becomes more accessible yet regulated.

Example of highlighted points of Drone Rules 2021:

  • Type certification made mandatory for drones other than nano drones
  • Remote Pilot Licence required to work medium and large drones
  • Use the the Digital Sky Platform for all permissions and documentation
  • Drones classification based on size and usage
  • Online and easy compliance processes

Types of Drone (Unmanned Aircraft System) & Classification under Drone Rules 2021

Drones or Unmanned Aircraft Systems (UAS) are classified under the Drone Rules 2021 not only according to their construction but also according to their operational control and weight. This classification helps in maintaining proper safety regulations and regulatory processes based on the purpose and capability of the drone.

Categorisation of Unmanned Aircraft Systems (UAS)

UAS are structurally categorized into the following three broad categories depending on their configuration:

  • Aeroplane-type UAS – Fixed-wing drones that are suitable for longer flight ranges and endurance.
  • Rotorcraft-type UAS – Comprises multi-rotor drones (such as quadcopters), which are suitable for precision, vertical takeoff, and hovering.
  • Hybrid UAS – A combination of the characteristics of both aeroplanes and rotorcraft, providing efficient flight and maneuverability.
Drone Registration in India

These structural categories are further subdivided into:

  • Remotely Piloted Aircraft System (RPAS): Flown by a trained remote pilot in active control.
  • Model Remotely Piloted Aircraft System: Generally utilized for training, recreational, or demonstrative functions.
  • Autonomous Unmanned Aircraft System: In a position to accomplish duties devoid of human inputs or actual pilot commands.

There are distinct working rules under the Drone Rules 2021 for each of the sub-categories and subject to corresponding licensing and registration processes on the Digital Sky portal.

Drones Classification by Weight

Type of Drone (Unmanned Aircraft System)Weight CategoryNotes
Nano Drone ≤ 250 gramsMinimal regulations; often exempt from licensing
Micro Drone > 250 grams to 2 kgRequires registration and pilot licensing in most cases
Small Drone> 2 kg to 25 kgRequires drone certification and remote pilot licence
Medium Drone > 25 kg to 150 kgHeavier category with stricter regulatory requirements
Large Drone> 150 kgHighest regulatory controls; extensive certification needed

This classification impacts the need for drone certification, remote pilot licensing, and registration on the Digital Sky Platform.

Drone Certification in India

  • To fly or sell a drone model in India, it must undergo drone certification under the Drone Rules 2021. This ensures that the drone meets India’s safety, design, and performance standards.
  • The Type Certificate is issued by the DGCA after successful testing and approval. Without it, drone registration in India is not possible for that model.

Exemption from Type Certificate

You don’t need a Type Certificate if:

  • You’re using a nano drone
  • The drone is controlled by government authorities
  • It’s employed for research, development, or educational use
  • It’s a prototype and not for sale

However, Digital Sky Platform registration and safety regulations might be applicable.

Process of Obtaining a Type Certificate for Drone

To receive a Type Certificate, manufacturers or importers should go through this procedure:

Step 1: Application on Digital Sky Platform

The technical specifications, test plans, and company information are submitted by the applicant.

Step 2: Testing by QCI

The Quality Council of India (QCI) or its accredited agencies test the compliance of the prototype drone.

Step 3: Testing of Prototype

Performance, reliability, and safety tests are carried out according to DGCA-approved parameters.

Step 4: Verification of Compliance

The submitted documents and test results are checked by DGCA.

Step 5: Type Certificate Issuance

In case all the conditions are fulfilled, the DGCA issues the Type Certificate.

Documents Required to Obtain Type Certificate

For drone certification, you’ll need:

Submission of these documents via the Digital Sky platform is the initial step towards obtaining your drone’s Type Certificate. After issuance, this certificate allows the lawful production, sale, and operation of drones in India.

Drones Registration in India

Once you have the Type Certificate, proceed with drone registration on the Digital Sky Platform. You’ll receive a Unique Identification Number (UIN) for your drone.

This UIN is important for all future drone-related permissions and must be physically marked on the drone.

Procedure for Drone Registration in India

Follow these steps:

Remember: without a UIN, your drone is not legally operable in Indian airspace.

Remote Pilot Licence (RPL)

An Unmanned Aircraft System can’t fly in India without a valid Remote Pilot Licence. Only individuals who are registered on the Digital Sky Platform and hold a valid drone pilot licence are legally authorized to fly drones. The Remote Pilot Licence specifies the category, sub-category, and classification of the UAS for which it has been issued. Hence, by this mechanism, the pilot gets certified to operate duly classified drones in India.

If you wish to fly Unmanned Aircraft Systems (UAS) of more than 250g weight (i.e., anything above the nano category), the Drone Rules 2021 state that you must obtain a Remote Pilot Licence (RPL). A Remote Pilot Licence is issued by DGCA and is a legal requirement for drone operations in India.

Why Do You Need a Remote Pilot Licence?

  • To operate drones in India commercially or professionally
  • To comply with the Drone Rules 2021
  • To obtain approvals for drone operation on the Digital Sky Platform
  • To fly certified drones legally

Eligibility for Remote Pilot Licence

  • To apply for an RPL, the applicant shall meet the following:
  • Minimum Age: 18 years
  • Educational Qualification: Minimum 10th pass from a recognized board
  • Training: An applicant must complete training from a DGCA-approved Remote Pilot Training Organisation (RPTO)
  • Medical Fitness: Shall be medically fit, both physically and mentally, to fly Unmanned Aircraft Systems

Documents Required for Remote Pilot Licence

To apply for a Remote Pilot Licence through the Digital Sky Platform, you will need:

Procedure for Obtaining a Remote Pilot Licence

Here’s a step-by-step process to obtain your Remote Pilot Licence in India:
