Introduction

BIS Scheme X Certification

The Bureau of Indian Standards (BIS) within the Ministry of Heavy Industries introduced the BIS scheme X Certification program for consumers to have the assurance that machinery and electrical equipment being sold or imported into India meets national safety and quality thresholds. The BIS scheme X certification program was launched through the adoption of the Machinery and Electrical Equipment Safety (Omnibus Technical Regulations) Order 2024 and is set to take effect on August 28, 2025; however, the most recent extension has seen the compliance deadline move to September 1, 2026. The purpose of the BIS scheme X is to establish a standardized certification framework for products which are considered to be outside of existing BIS regulations as an industry.

What is the Omnibus Technical Regulations (OTR)?

The Omnibus Technical Regulation was introduced through a Gazette Notification on August 28, 2024, and the OTR will introduce a framework to consolidate safety standards for multiple categories of equipment. It is intended to bring all non-standard and previously unregulated machinery and electrical equipment together under one regulatory framework.

Ministry Delays Scheme X Enforcement to Sept 2026

In the most significant update for India’s industrial sector, the Ministry of Heavy Industries has postponed the Machinery and Electrical Equipment Safety Regulation under BIS Scheme X until September 1, 2026—giving manufacturers an extended timeline to plan compliance with the mandatory safety regulation.

The extension was formally mention in the Gazette of India, published on June 13, 2025. This extension demonstrates the government’s responsiveness and willingness to listen to the industry. It also helps to acknowledge that businesses, as they comply with strict technical standards, still face practical challenges in their operations.

The extension has been generally praised by manufactures, importers, and certification bodies including Diligence Certifications because it allows additional time for those affected to assess the processes to comply with the Technical Regulation, to plan for the necessary changes, and to implement the changes without causing disruptions in its operation.

What Is the Machinery and Electrical Equipment Safety Regulation?

The Machinery and Electrical Equipment Safety (Omnibus Technical Regulation) Order was enforced in August 2024 under the BIS Act of 2016 as a safety compliance mandate. In practice, this is to ensure that machinery and electrical equipment being sold, i.e., manufactured or imported into India, comply with the safety and performance standards so notified by BIS.

Originally, the compliance period was to be for one year during which enforcement could not begin. However, due to the latest amendment notified on June 12, 2025, industries are now given an extended period to comply with the safety protocols as laid down under First Schedule of the Order up to September 1, 2026.

Latest Update – Deadline Extension

  • Original deadline: August 28, 2025
  • New compliance deadline: September 1, 2026

Why the Deadline Extension Matters

This extension is not just a delay, but rather a thoughtful decision that signals the government’s pro-industry position. Stakeholders had raised concerns over the lengthy nature of the BIS certification process, the lack of BIS-recognized testing labs, and uncertain rules for component level regulation.

  • Additional time to replace equipment to meet Indian safety standards.
  • Access to BIS recognized testing labs.
  • Time to coordinate with certification organizations like Diligence Certifications, easing the transition process.

Key Provisions of the Amended Order

There are two key changes made by the amendment:

1. Extension of the Period of Implementation

The regulation will now become effective not one year after its initial publication, but on September 1, 2026. This will apply to everything in regulation’s First Schedule.

2. Notification for Parts and Assemblies Separately

The regulation is more clear in stating that an assembly/sub-assembly/component will be covered under the regulation from a new date that will be notified separately in the Official Gazette.

This gives OEMs (Original Equipment Manufacturers) and parts suppliers some greater flexibility to document and test and to be aligned on boost their products to comply with BIS.

How does this affect manufacturers and importers?

a. More time to prepare

The extension provides organizations with extra time to:

  • Determine which of their products are covered by the regulation.
  • Begin or continue through the BIS certification process.
  • Change designs to comply with Indian safety standards.
  • Put the capability in place for any necessary testing and documentation.

b. Less chance of facing penalties

Manufacturers who align themselves early substantially reduce, if not eliminate, the risk of product seize, penalties and/or litigations once the regulation is enforced. Certification bodies such as Diligence Certification can support your organization streamline this process.

c. Component-Level Clarity

The new notification also increases clarity. By differentiating between machines assembled in full and the components that are incorporated into those machines, it enables the suppliers to manage timelines and responsibilities for regulatory compliance.

  • Use the experts: Partner with an experienced BIS consulting company like Diligence Certification to facilitate the process of compliance.
  • Keep an eye on Gazette notification: Keep checking the Gazette for future date announcements for assemblies and components.

Conclusion

The Ministry of Heavy Industries‘ decision to extend the deadline for Machinery and Electrical Equipment Safety Regulation, to September 1st , 2026, is a welcome reprieve and provides industries additional time to meet safety standards while still providing the continued integrity of compliance.

It also sends a clear message – compliance is non-negotiable, but the government is showing reasonable flexibility to support industry in the transitional process. By acting proactively and being purposeful, the industries can avoid awkward regulatory bottlenecks with compliance while maintaining their designation as quality and safety-oriented companies into the future.
