BIS Testing for Steel Bars: Standards, Process and ISI Mark Certification Guide

abhishek By abhishek Updated October 29, 2026 14 min read
  • BIS testing for steel bars checks whether your bars meet the Indian Standard for their type, such as IS 1786 for TMT bars.
  • Steel bars for concrete reinforcement fall under the Steel and Steel Products (Quality Control) Order, so the ISI mark is generally required.
  • Steel bars are certified under the ISI Mark Scheme with a BIS licence, not the registration route used for electronics.
  • BIS checks your plant, your in-house lab and your quality control, along with samples drawn from the factory.
  • TMT bars and plain mild steel bars follow different standards, so pick the right one for your product.
  • Check the latest quality control order and standard edition before you apply.

Introduction

Walk past any construction site and look at the half-built columns. Inside each one there’s a cage of steel bars. Concrete handles the squeezing, and steel handles the pulling and bending. Without good steel, the building just can’t do its job.

So India doesn’t leave this to chance. Under the Steel and Steel Products (Quality Control) Order, the listed steel products must meet Indian Standards and carry the ISI mark. Reinforcement bars are on that list.

This is where BIS testing for steel bars is how you earn that mark. The Bureau of Indian Standards (BIS) tests your bars, visits your plant, and if all is well, grants the licence.

Maybe you own a rolling mill. Maybe you’re starting a new one, or you want to import bars. Questions pile up fast. Is my product TMT or mild steel? Which IS code is mine? What will the officer look at? And what if a few bars fail in the lab?

Let’s take it one step at a time.

What Is BIS Testing for Steel Bars?

Your steel bars are tested against the Indian Standard made for them. This testing is one part of the full ISI mark process.

But it’s not just one sample in one lab. BIS wants to be sure your plant can make good bars again and again, not just on a lucky day. So they look at your process, your own testing lab and your quality control, and they test samples too.

One thing needs to be clear. Testing and the BIS licence are not the same. A test result only says that one sample was fine. The licence lets you put the ISI mark on your product. No licence means no mark, and without the mark you can’t sell bars that come under the order.

Which BIS Standards Apply to Steel Bars?

There’s no single standard for every steel bar. It depends on what the bar is and where it’s used. Here are the main ones:

ProductIS code to check
High strength deformed steel bars and wires (TMT bars)IS 1786
Mild steel and medium tensile steel bars for concrete reinforcementIS 432 (Part 1)
Hard-drawn steel wire for concrete reinforcementIS 432 (Part 2)
Fusion bonded epoxy coated reinforcing barsIS 13620
Bright steel barsIS 9550

These are only a few of the common ones. The order covers many more steel products, so check the full list for your exact product.

A few things to keep in mind.

One, standards get revised. IS 1786 is known mostly by its 2008 edition, and IS 432 (Part 1) is an old standard that now shows newer revisions on the BIS portal. Open the current edition on the official site. Don’t trust an old photocopy.

Two, the quality control order itself has changed more than once. The Ministry of Steel has replaced older versions, so see which one is in force today, and read its schedules.

Three, grades count. TMT bars come as Fe 415, Fe 500, Fe 550 and Fe 600, and some have a D tag for extra ductility or a CRS tag for corrosion resistance. Whatever grade you make has to be tested and marked properly.

Why choosing the right standard matters

Say you roll plain round bars from mild steel, and a friend says apply under the TMT standard because it’s more popular. Will that work? No. The product, the tests and the limits are all different.

So don’t copy the mill next door. See what you actually make, and match it with the scope of the standard.

Why Is BIS Testing Important for Steel Bars?

A bar can look perfect and still be weak inside. You can’t judge steel by eye, and the problem shows only when the structure is under load.

Safety of buildings

Reinforcement takes the tension in a structure. Weak or brittle bars can cause cracks, and in the worst case, a collapse.

Legal requirement

For products under the order, the ISI mark isn’t optional. Selling without it can bring legal action.

Trust from buyers

Contractors, builders and government departments ask for the ISI mark. In many tenders it’s a basic condition.

Better consistency

Since BIS looks at your process and lab, you build the habit of making bars the same way every day. That helps your own business too.

Proof when there’s a dispute

When a customer questions a batch, your test records let you reply with facts.

Regular checks keep everyone honest

BIS can check licensed plants again through surveillance audits and by testing samples drawn from the factory. That keeps quality up across the whole industry.

What Tests Are Conducted on Steel Bars?

The exact tests depend on the standard and the type of bar. Below is a rough idea, not the official test schedule.

1. Tensile test

A piece of the bar is pulled till it breaks. The lab notes the yield or proof stress, the ultimate tensile strength and the elongation. The standard fixes the minimum values for each grade.

2. Bend and rebend test

The bar is bent around a pin, and sometimes bent back again, to see if it cracks. This tells you whether the steel is brittle.

3. Chemical composition

The lab checks elements like carbon, sulphur and phosphorus. They affect the strength and the weldability of the bar. The limits change with the grade.

4. Mass per metre and dimensions

A bar must weigh what it should for its size, within the allowed tolerance. A bar that’s lighter than it claims is a very common problem.

5. Rib geometry

On deformed bars, the shape and spacing of the ribs matter, because the ribs help the bar grip the concrete. The standard sets the requirements.

6. Marking

Bars must carry the markings the standard asks for, like the maker’s identification and the grade. Wrong or missing marks can cause trouble even when the steel itself is fine.

Important: This isn’t the full list. BIS and the lab will tell you the exact tests, and how often they’re done, for your product.

ISI Mark Certification Process for Steel Bars: Step by Step

Follow this order and the whole thing gets a lot easier.

Step 1: Identify your product

First, be clear about what you make. TMT bars? Plain mild steel bars? Coated bars? Write down the grade, the raw material, whether you roll from billets or melt scrap, and how the bars are rolled.

This single answer decides which IS code you apply under.

Step 2: Confirm the standard and the order

Go to the official BIS and Ministry of Steel notifications. Read the Steel and Steel Products (Quality Control) Order that’s in force now, and the current edition of the IS code for your product.

Check recent amendments, revisions and date extensions as well. They can change what you need, and by when.

Step 3: Set up your plant and lab

BIS grants the licence only when it’s happy with your manufacturing set-up, quality control and testing. So you need a plant that runs well, and a lab that can do the tests in the standard, like tensile tests, bend tests and weight checks.

See that your lab staff know the methods well. A good mill with a badly run lab can still fail the inspection.

Step 4: Collect your documents

Get your papers ready before you apply. Usually you’ll need things like these:

  • Business registration and factory details
  • Plant and machinery list
  • Lab equipment list with calibration records
  • Process flow and quality control plan
  • Raw material details and sources
  • Product details, grades and marking plan
  • Authorised person details

Depending on your product, the list could be a bit longer or shorter.

Step 5: Apply to BIS

File your application through the official BIS process. Fill every detail with care and attach whatever is asked.

Read the form one more time before submitting. A wrong factory address or product detail brings queries, and each query eats up days.

Step 6: Factory inspection

A BIS officer comes to your plant. They go through the process, raw materials, lab, test records and quality system, and they draw samples from production for testing.

Be prepared. Keep records tidy and machines working. The officer may ask you to run a test right in front of them.

Step 7: Sample testing

The samples get tested as the scheme requires. If one fails, first find out why. It could be the raw material, the rolling, the cooling, or even a mistake in the lab. Fix the cause, and then talk to BIS about the next step.

Step 8: Grant of the licence

If the inspection and the tests go well, BIS grants the licence to use the ISI mark, as per its procedure. Follow the licence conditions and marking rules with care.

And do not use the ISI mark before the licence arrives.

Free Consultation

Step 9: Keep complying after the licence

Getting the licence isn’t the end of the story. BIS can come back for surveillance audits and take samples again. Keep testing every day, keep your records, and tell BIS about important changes as the rules say.

Documents Required for BIS Steel Bar Certification

The papers you need depend on the product, whether you’re an Indian or foreign manufacturer, and what BIS asks at that time. Use this as a working checklist, not the final list.

Company and factory documents

  • Company or firm registration details
  • Factory address and ownership or lease proof
  • Authorised signatory details
  • Statutory approvals, as needed

Plant and quality system documents

  • Plant layout and process flow
  • List of machinery
  • Lab equipment list with calibration records
  • Quality control plan and test procedures
  • Raw material specifications and supplier details

Product and marking documents

  • Product details, type and grade
  • Marking details for the bars
  • Test records of production batches

If your plant is outside India, read the BIS rules for foreign manufacturers. The process isn’t the same as for Indian plants, and you may need an authorised Indian representative.

How Long Does BIS Certification for Steel Bars Take?

If only there was one number to give you. There isn’t.

The time depends on a few things:

  • How ready your plant and lab are
  • How complete your documents are
  • BIS inspection schedule and officer availability
  • Time needed for sample testing
  • Whether the samples pass the first time
  • Any queries or corrections asked for

When your set-up is complete and your papers are clean, things move faster. When the lab isn’t ready or records are missing, delays are very likely.

So keep a buffer in your plan, and don’t give your customers a date before the licence is in your hand.

What Is the Cost of BIS Certification for Steel Bars?

The cost depends on your plant, your product and the help you take. Ask for a clear quotation for your case. A random figure from the internet won’t help much.

The main parts of the cost are these:

Application and licence fees: These are set by BIS. Confirm them from the current official schedule.

Lab set-up: If your in-house lab needs new equipment or calibration, it adds to the cost.

Testing: Sample testing and any retesting have their own charges.

Documentation and consulting support: Many companies take expert help to prepare the application and the plant for inspection.

Other expenses: Travel for inspection, sample shipping and keeping up compliance can add up.

Before you say yes to a quotation, ask what it covers and what it leaves out. Is retesting included?

Common Mistakes to Avoid

Even mills with many years behind them slip on small things. These are the usual ones.

Applying under the wrong standard

Plain mild steel bars and TMT bars aren’t the same product. Match what you make with the right standard.

Working from an old standard or order

Standards get revised and the order gets updated. If you work from an old version, you may fall out of step with today’s rules.

A weak in-house lab

Missing equipment, no calibration records or untrained staff can sink an inspection, even when your bars are good.

Selling underweight bars

Bars that weigh less per metre than the standard allows are a common reason for failures and complaints.

Poor record keeping

If you can’t show test records, BIS can’t be sure of your quality. Keep every record neat and easy to find.

Using the ISI mark too early

Don’t use the mark before the licence is granted and you know the marking rules.

Ignoring changes after the licence

A new raw material source or a change in the process can matter. Ask BIS what you need to report.

Starting too late

If you wait till the mill is ready to sell, your launch date is going to slip.

BIS Certification for Steel Bars: Manufacturers, Importers and Traders

Each kind of business has its own headaches.

Indian manufacturers

Your main job is to keep the plant and the lab in good shape every day. Treat the BIS visit like a normal working day, not an exam. One note: steel made in India only for export to a foreign buyer’s own specification is generally treated differently under the order, so read the exact wording.

Foreign manufacturers

Planning to supply steel bars to India? Read the BIS rules for foreign manufacturers, and check if you need an Indian representative, before you plan any shipment.

Importers

Check that the maker of the bars you want to import holds the needed BIS licence for that product. A supplier’s own certificate isn’t enough.

Traders and distributors

If you sell steel bars, check that they carry the ISI mark and the right markings. Selling bars that don’t meet the order can bring trouble for you as well.

How Diligence Certifications Can Help

If your company is new to BIS certification, understanding the IS code, preparing the plant and arranging the papers can eat up a lot of time.

Diligence Certifications can give regulatory guidance and help coordinate the certification-related work, depending on the service agreed for your project.

This support may include:

  • Reviewing your product and finding the key compliance questions
  • Preparing a documentation checklist
  • Explaining the application and inspection sequence
  • Coordinating information between your plant team and BIS requirements
  • Helping you organise replies to queries
  • Reminding you to verify current standards and official requirements before you proceed

Please confirm the exact scope of work before you begin. A consultant can’t replace BIS, can’t carry out the official inspection and can’t promise a licence, whatever your plant condition or test results are.

For steel bars meant for the Indian market, a clear plan helps you catch gaps in your lab and records early, so delays that could have been avoided don’t happen.

Conclusion

If you want to sell steel bars in India, BIS testing and the ISI mark are a must, because reinforcement bars come under the quality control order. Your first job is to find your product type and the IS code that applies.

After that, the road is clear. Get your plant and lab ready, prepare correct documents, apply to BIS, face the inspection and sample testing, and keep your standards up after the licence.

One last thing. Don’t go by old standards or by what someone said in the market. Check the current requirements first. Prepare well, and the process stays organised, and you can sell your steel bars with a lot more confidence.

TMT bars fall under IS 1786, the standard for high strength deformed steel bars and wires for concrete reinforcement. Always check the current edition on the official BIS website.

3. Which standard applies to plain mild steel bars?

Mild steel and medium tensile steel bars for concrete reinforcement are covered under IS 432 (Part 1). Check the current edition and the latest order.

4. Is the ISI mark the same as BIS registration?

No. Steel bars are certified under the ISI Mark Scheme, where BIS grants a licence after assessing your plant, lab and samples. The registration route used for many electronic products is a different scheme.

5. What tests are done on steel bars?

The tests depend on the type and the standard. Common ones cover tensile properties, bend and rebend, chemical composition, mass per metre and rib geometry. The exact schedule comes from the standard and BIS.

6. Do I need my own lab to get the ISI mark for steel bars?

BIS looks at your testing facilities as part of the assessment. In general, you need a properly equipped and calibrated lab with trained staff. Confirm the exact requirement with BIS for your case.

7. What documents are needed for BIS steel bar certification?

These may include company and factory details, plant and machinery lists, lab equipment records, quality control plans, raw material details and marking details. BIS can ask for more.
