Introduction
The Bureau of Indian Standards (BIS) provides certification schemes which have important roles for maintaining product quality, safety and reliability in India and internationally. Among the BIS certification schemes, the ISI mark and the Foreign Manufacturers Certification Scheme (FMCS) mark are probably the most well-known certification schemes:
- The ISI mark certification applies to products manufactured and sold in India.
- The FMCS mark certification applies to products manufactured outside of India but exported and sold in the Indian market.
Both marks certify that an item meets Indian Standards (IS) which can provide assurance and confidence to consumers and an opportunity for manufacturers to sell into one of the largest markets in the world.
What is an IS Standard?
IS Standards include technical specification documents and are guidelines developed by the Bureau of Indian Standards (BIS). The standards outline requirements related to quality, performance, safety, and reliability of products and services, and are developed for products and services across different sectors and industries.
An IS Standard ensures that a particular product or service meets minimum acceptable requirements as to safety, efficiency and usability. There are numerous categories and sectors which the IS Standards apply to like electronic products, building and construction, automotive, textiles, consumer goods, etc.
What is IS Standard Testing?
IS Standard Testing is the process of evaluating a product against the specific requirements defined under Indian Standards (IS). The testing is conducted in BIS-recognized laboratories to verify that the product complies with established norms before it is certified for market use.
Purpose of IS Standard Testing
The main objectives of IS Standard Testing are:
- Consumer Safety - Prevent accidents, hazards, and health risks.
- Quality Assurance - Maintain consistency and reliability of products.
- Legal Compliance - Ensure products meet mandatory Indian regulations.
- Market Readiness - Provide manufacturers with certification to sell products legally in India.
- Global Trade Alignment - Align Indian products with international benchmarks.
Process of IS Standard Testing
The testing process generally follows these steps:
- Application Submission - The manufacturer applies to BIS for certification of a specific product.
- Sample Selection - Samples are collected from the manufacturing unit or market.
- Laboratory Testing - Samples undergo testing at BIS-approved labs according to relevant IS standards.
- Analysis & Verification - Results are compared against IS requirements.
- Inspection & Audit - BIS officers verify the manufacturing process and quality systems.
- Grant of Certification - If the product passes all checks, the ISI or FMCS certification is awarded.

What is ISI Mark Certification?
The ISI Mark is a Certification Mark that is granted by BIS for any product that satisfies the Indian standards (IS). The ISI mark is required for hundreds of product categories, particularly in the areas of consumer safety, construction and electronics.
Major Highlights:
- Applies to only domestic manufacturers in India.
- Required for over 380+ products (e.g., cement, electrical appliances, steel, batteries, etc.).
- Ensures safety, quality and adherence to Indian standards.
What is FMCS Mark Certification?
The FMCS (Foreign Manufacturers Certification Scheme) mark is used by foreign manufacturers in order to sell products to the Indian market with the BIS mark. Like the ISI Mark, the FMCS certifies that the products comply with Indian Standards, but it is only for manufacturers outside of India.
Major Highlights:
- Applies to Foreign Manufacturers.
- Required for specific imported products prior to entry into the Indian market.
- Certification involves factory inspection, product testing, and continued surveillance.
