What is a NOC for Steel Importers?

In India, the import regulation of steel products falling under the mandatory certification list lies with the Bureau of Indian Standards (BIS), under the Ministry of Consumer Affairs. Steel Quality Control Orders lay down the conditions whereby steel must conform to Indian Standards and be ISI-marked—or in other words, BIS certified—for import.

Where a foreign producer or Indian importer wishes to import steel that falls under QCO but is not BIS certified, they will have to obtain an NOC from the Ministry of Steel.

India imports an enormous amount of steel and steel products annually. To ensure safety from low-quality imports and dumping of products, the government made BIS certification compulsory for some 145 types of steel products.
