RCBO Testing: Complete Guide to Tests, BIS Standard and Process in India

abhishek By abhishek Updated November 5, 2026 15 min read
  • RCBO testing checks whether a breaker protects against both earth leakage and overcurrent, and does it safely, every single time.
  • In India, the product standard to look at is IS 12640 (Part 2), which is based on IEC 61009-1. Always confirm the latest version before you plan testing.
  • Testing is done in two places: your own in-house lab (routine checks) and a recognised lab (type testing).
  • Marking, tripping time, short-circuit strength and endurance are the areas where most samples fail.
  • Good paperwork and a clean sample make the whole process faster. Wrong marking alone can cost you weeks.
  • Manufacturers, importers and private-label brands, all need to understand the testing and registration route before they start selling.

Introduction

Think of an RCBO like a security guard who does two jobs at the gate. One job is to catch leakage to earth, so nobody gets a shock. The other job is to catch overload and short circuit, so wires don’t burn. Normally you’d need two separate guards (an RCCB and an MCB). An RCBO puts both in one small body.

But here’s the thing. A guard is useful only if he wakes up when needed. That’s what RCBO testing is for. A lab tests the breaker in tough conditions, again and again, to check it actually trips at the right time.

In this blog, we’ll go through RCBO testing in simple words. What it is, which standard applies, which tests are done, how the registration process runs, and what mistakes to avoid. If you’re a manufacturer or an importer, this will save you real time.

What Is RCBO Testing?

RCBO stands for Residual Current Operated Circuit Breaker with integral Overcurrent protection. It’s used in homes, offices, shops and similar places, mostly inside the distribution board.

RCBO testing means checking the product against the requirements of the relevant standard. The lab takes sample units and puts them through electrical, mechanical, thermal and safety tests. Then it gives a test report that says whether the product meets the standard or not.

This test report is not just a formality. It’s the base document for BIS registration or licence, and it also helps you in buyer audits, tenders and quality checks.

A few points to keep in mind:

  • Testing is done on the finished product, not just on parts.
  • Every rating you declare (current rating, tripping curve, sensitivity, breaking capacity) gets tested.
  • A change in design or material can mean fresh testing. So don’t assume an old report will always work.

RCBO vs RCCB vs MCB, in Simple Words

DeviceWhat it protects againstSimple example
MCBOverload and short circuitHeater draws too much current, MCB trips
RCCBEarth leakage (shock risk)Current leaks through a person or wet wall, RCCB trips
RCBOBoth leakage and overcurrentOne device does both jobs for a single circuit

Because an RCBO covers both, its testing is more detailed than testing of a plain MCB or RCCB.

Which Standards Apply to RCBO Testing in India?

In India, the Bureau of Indian Standards (BIS) publishes the product standards. For RCBOs, the relevant standard is IS 12640 (Part 2), which follows the international standard IEC 61009-1 for household and similar uses. The 2016 edition of IS 12640 (Part 2) is the one commonly referred to for registration.

StandardWhat it covers
IS 12640 (Part 2)RCBOs for household and similar uses (Indian standard)
IEC 61009-1International base standard for RCBOs
IEC 60898-1 / IS 8828Overcurrent side of the breaker, for reference
IEC 61008-1 / IS 12640 (Part 1)RCCB, the leakage side, for reference

A simple example: Suppose you make a 32 A, 30 mA, C-curve, 1 pole plus neutral RCBO with 10 kA breaking capacity. The lab will test the leakage tripping, the C-curve overcurrent tripping, and the 10 kA short-circuit performance. All three claims on your label must be proved with test results.

Important: Standards get revised, and BIS rules and orders change from time to time. Before you start, please check the latest version of the standard and the current BIS requirement for RCBOs on the official BIS website, or ask your certification consultant. Don’t rely on old blog posts or old reports.

Why Is RCBO Testing Important?

Some people think testing is only a compliance headache. It’s not. Here’s why it matters:

  • Safety of people: A faulty RCBO may not trip during leakage. That’s a direct shock risk.
  • Fire prevention: If the overcurrent part fails, wires can overheat. Fires start that way.
  • Legal and registration need: For BIS registration or licence, you need test reports from the proper lab.
  • Buyer trust: Panel builders, contractors and builders ask for test reports before they buy.
  • Fewer returns: A product that passes properly is less likely to come back as a complaint.
  • Brand name: One bad batch in the market can damage years of reputation.

Simply put, testing is cheaper than a recall.

What Tests Are Conducted in RCBO Testing?

The full list in the standard is long. But most tests fall into a few groups. Here they are in simple words.

1. Marking and General Checks

  • Is the rating, type, curve, sensitivity and breaking capacity marked clearly?
  • Is the manufacturer name or brand, model and terminal marking correct?
  • Are the markings permanent, and do they stay readable after rubbing?
  • Do the dimensions and terminal sizes match the declared design?

Marking is a small thing, but it’s one of the most common reasons for a retest. Please don’t ignore it.

2. Protection Against Electric Shock

  • Can a person touch any live part when the RCBO is installed normally?
  • Do the terminals, the operating handle and the body keep live parts covered?

3. Dielectric and Insulation Tests

  • Insulation resistance is measured between live parts, and between live parts and the body.
  • A high voltage is applied for a set time. The insulation must not break down.
  • Impulse voltage withstand is checked, because lightning and switching surges are real in Indian conditions.

4. Temperature Rise Test

  • The RCBO carries its rated current for a long time.
  • The lab measures how hot the terminals and the handle become.
  • If temperature crosses the limit, the product fails. Poor contacts and thin terminals are the usual causes.

5. Tripping Characteristic Tests (Leakage Side)

  • The RCBO should not trip at very low leakage (to avoid nuisance tripping).
  • It must trip at the rated residual current within the time limits in the standard.
  • It is tested at different leakage levels, and with the test button.
  • Depending on the type (like AC or A), it is tested with different kinds of leakage waveforms.

6. Tripping Characteristic Tests (Overcurrent Side)

  • The B, C or D curve you declare is tested at different multiples of rated current.
  • At lower overloads, the breaker should take its time (not trip too fast, not too slow).
  • At high currents (instantaneous range), it must trip quickly, within the range the curve allows.

7. Mechanical and Electrical Endurance

  • The RCBO is switched ON and OFF many times, without load and then with load.
  • After this, the mechanism should still work smoothly and the contacts should be fine.

8. Short-Circuit Tests

  • The RCBO is tested at its declared short-circuit capacity.
  • It must interrupt the fault safely, without flame, damage to the enclosure or loss of protection.
  • Leakage tripping must still work after the short circuit. This part is where weak designs get caught.

9. Mechanical Strength and Impact

  • Impact and shock tests on the body and the handle.
  • Terminal strength and screw tightening tests.

10. Heat and Fire Resistance

  • Plastic parts are tested for resistance to heat.
  • Parts carrying current or holding live parts are tested for resistance to abnormal heat and fire (glow-wire type test).
  • Poor plastic grade is a very common reason for failure here.

11. Behaviour Under Surge and Climatic Conditions

  • Surge current withstand: an RCBO shouldn’t trip unnecessarily on harmless surges.
  • Damp heat and temperature cycling tests check how the product behaves in humid, hot conditions.

Note: The exact tests, sequence and number of samples are decided by the standard version applicable to your product, so please follow the lab’s sample plan.

Special Focus: Tripping and Short-Circuit Performance

If there’s one thing every RCBO buyer cares about, it’s this: will the breaker trip when it should? And will it survive a bad fault?

Test areaWhat the lab checksIn simple words
Residual current trippingTrips at rated leakage within time limitDoes it save a person from shock?
No-trip at low leakageStays ON at half the rated leakageDoes it avoid false tripping?
Overload curveTrips as per B, C or D curveDoes it protect the wire from overload?
Instantaneous trippingTrips fast on heavy currentDoes it react quickly to a short circuit?
Short-circuit capacityInterrupts the fault safelyDoes it survive and still protect?
Test buttonTrips when the button is pressedCan the user check it at home?

Tips before you send samples:

  • Run your own tripping checks in the in-house lab first.
  • Check the terminal tightness on all samples. Loose terminals show up as heating problems.
  • Keep a few spare units. Labs often ask for extra pieces.
  • Make sure the rated values on the label match your design file exactly.

Two Kinds of Testing: In-House vs Recognised Lab

People often mix these two up, so let’s keep it clear.

PointIn-house testingRecognised lab testing
Done byYour own factory labAn outside lab recognised for this product
PurposeRoutine checks on productionFull type testing against the standard
WhenRegularly, batch by batchBefore registration, and after major changes
Needed for BISYes, a working lab with trained staffYes, report from a recognised lab

For a manufacturer, the in-house lab isn’t optional. During the factory inspection, the BIS officer will check the equipment, calibration records and staff. If your in-house lab is weak, the process gets stuck there.

Step-by-Step RCBO Testing and Registration Process

The process can differ a little based on your case. But in general, it goes like this:

  1. Check the applicable standard. Confirm the current IS 12640 (Part 2) version and any BIS requirement for your product.
  2. Finalise the product design and ratings. Decide current rating, curve, sensitivity, type and breaking capacity before sampling.
  3. Do pre-testing in your own lab. Find problems early. It’s cheaper to fix a problem at this stage.
  4. Choose a recognised lab. Ask the lab about the sample quantity and the test schedule.
  5. Submit the samples with documents. Give proper labels, drawings and a declaration of ratings.
  6. Lab testing is done. The lab runs the full test sequence.
  7. Get the test report. If any test fails, fix the root cause and resubmit.
  8. Apply for BIS registration or licence. Submit the application, test report, factory details and other documents.
  9. Factory inspection and grant. BIS may inspect the premises, and then decide on the grant.

After the grant, you must continue to test regularly and follow the marking rules.

Which BIS Route Do You Need?

This depends on who you are and where you make the product.

Business typeUsual routeSimple note
Indian manufacturerProduct certification licenceFactory inspection and in-house lab needed
Foreign manufacturerForeign manufacturer certification routeNeeds an Indian authorised representative
ImporterProduct must be from a BIS-licensed makerImporter needs to check the licence details
Private label brandUse a licensed maker’s product with proper brand rulesBrand details must be approved properly

A licence usually needs attention again when you change the plant, add a new model, change a critical material, or change the brand name. Please check with BIS or your consultant before making such changes.

Documents Required for RCBO Testing and Registration

The exact list depends on your route. But these are common documents.

Need help with this certification?Talk to a Diligence compliance expert. Free, no obligation.
Free Consultation

Company documents

  • Business registration and address proof
  • Factory or manufacturing unit details
  • Authorised signatory details
  • Details of in-house lab and equipment

Product documents

  • Product drawings and bill of materials
  • Rating details and model list
  • Label design and marking details
  • Critical component details (plastic grade, contacts, coil parts)

Testing records

  • Calibration certificates for lab instruments
  • In-house test records
  • Earlier test reports, if you have them
  • The recognised lab report

Keep every document consistent. If the label says one thing and the drawing says another, the process slows down immediately.

How Long Does RCBO Testing Take?

There’s no single answer. The time depends on the lab’s schedule, the number of ratings and models, and whether the product passes in the first attempt. Testing itself may take a few weeks, and the complete registration then takes more time for the application and inspection.

The biggest time saver is passing in the first go. A failed test means fixing the product, making new samples, and queueing again.

What Decides the Cost of RCBO Testing?

We’re not giving exact numbers here because costs change with the lab, the scope and the time. But these are the main factors:

  • Number of models and ratings you want to test
  • Number of samples needed by the lab
  • Whether it’s a fresh test or a partial retest
  • BIS application and licence fees applicable to your case
  • Factory inspection related costs
  • Cost of fixing and remaking samples if the first attempt fails

If you want a clear breakup, share your product list and route with your certification consultant, and ask for a written quote.

Common Failures in RCBO Testing and Easy Fixes

Common failureUsual reasonEasy fix
Temperature rise too highPoor terminal contact or thin conductorImprove contact area, tighten properly, check material
Marking not acceptedMissing or unclear detailsCheck every item in the marking clause before printing
Fails glow-wire or heat testLow-grade plasticUse proper flame-retardant grade
Leakage trip time too slowWeak coil or poor mechanismRecalibrate the mechanism, improve coil quality
Nuisance trippingSensitivity set too close to the limitTune the sensitivity within the allowed band
Fails short-circuit testWeak contacts or poor arc chamberStrengthen the arc handling and contact design
Test button not workingMechanical misalignmentCheck the button circuit and spring

Common Mistakes to Avoid

  1. Skipping pre-testing. Going straight to the recognised lab saves a week but may cost two months.
  2. Wrong or incomplete marking. It sounds small, but it’s the most repeated mistake.
  3. Using different materials in the sample and in the production. Samples should represent what you will really sell.
  4. Weak in-house lab. Uncalibrated instruments and untrained staff create trouble at inspection.
  5. Old standard version. Always confirm the latest edition before you begin.
  6. Declaring too many ratings in one go. Each rating needs proof, so keep the scope realistic.
  7. Ignoring documents. Missing drawings or mismatched details cause delays.
  8. Changing the design after testing. Even a small change may need retesting.

Who Needs to Know About RCBO Testing?

  • Manufacturers: You need the report and registration to sell legally and win buyer trust.
  • Importers: You need to make sure the product you bring in is from a properly registered maker and carries correct marking.
  • Private label brands: If a factory makes RCBOs under your brand name, you need to understand how the brand is covered in the registration.
  • Overseas manufacturers: If you want to sell in India, you’ll need to follow the BIS route meant for foreign makers.
  • Panel builders and contractors: Not a legal need, but knowing the test basics helps you choose safe products.

Why Choose Diligence Certifications for RCBO Testing Certification?

Getting an RCBO through testing and registration has many moving parts. The standard, the lab, the documents, the application and the factory inspection all need to line up. That’s where a good consultant helps.

Diligence Certifications works on BIS and product compliance, and here’s how the team can support you:

  • Helps you understand which standard and route apply to your RCBO
  • Reviews your marking, drawings and documents before submission
  • Guides you on sample preparation and lab coordination
  • Supports you with the BIS application process step by step
  • Helps you prepare for the factory inspection and in-house lab setup
  • Keeps you informed about changes in rules, as far as they are published

You can visit the Diligence Certifications website to know more about the company. For product-specific support, you can also check the BIS certification service page.

Please remember, final approval always depends on BIS and the test results. No consultant can promise a grant, but a well-prepared file definitely helps.

What Happens After Registration?

Getting the licence is not the end. After that:

  • Keep doing routine tests in your in-house lab and keep records.
  • Follow the marking rules on every unit you sell.
  • Expect surveillance checks and market sampling from time to time.
  • Inform BIS about any major change in the product, plant or ownership as the rules require.
  • Renew the licence on time.

A product that passed once but gets sloppy later can run into trouble. Consistency is the real test.

Tips to Pass RCBO Testing in the First Attempt

  1. Read the standard carefully, clause by clause, or ask an expert to explain it.
  2. Build pre-production samples with the same material you’ll use in the real batch.
  3. Do your own tripping and temperature checks before sending samples.
  4. Check the plastic grade certificates from your supplier.
  5. Review the label against the marking clause one more time.
  6. Keep a few extra samples ready.
  7. Talk to the lab about the sample plan before you send anything.
  8. Keep a clean, organised documents folder from day one.

Quick Checklist Before Sending Samples

  • Latest standard version confirmed
  • Ratings, curve and type finalised
  • Marking checked against the standard
  • In-house pre-testing done
  • Plastic and contact material details ready
  • Drawings and bill of materials ready
  • Extra samples packed
  • Documents consistent with each other

Conclusion

RCBO testing isn’t something to rush through. It’s the proof that your breaker can really protect people and property, both from leakage and from overcurrent.

Start with the right standard, do your own pre-testing, keep your marking and documents clean, and pick a good lab. If you do these four things properly, most of the common delays can be avoided.

If you’re planning RCBO testing or BIS registration and want help with the steps, you can talk to the Diligence Certifications team and get your file reviewed before you submit.

Frequently Asked Questions (FAQs)

1. What is RCBO testing?

RCBO testing is the process of checking an RCBO against the product standard, to make sure it protects safely against both earth leakage and overcurrent.

2. Which standard is used for RCBO testing in India?

The Indian standard is IS 12640 (Part 2), which is based on IEC 61009-1. Please confirm the latest version before you start.

3. What is the difference between RCBO and RCCB?

An RCCB protects only against earth leakage. An RCBO protects against earth leakage and also against overload and short circuit.

4. Is RCBO testing the same as BIS registration?

No. Testing is one step. BIS registration or licence is the next step, and it uses the test report along with other documents and factory checks.

5. Who can do RCBO testing?

For registration, the testing should be done at a lab that is recognised for this product. Your own in-house lab handles the routine checks.

6. How many samples are needed for testing?

The number depends on the standard, the ratings and the lab's test plan. Please ask the lab before sending samples.
