The BIS (Conformity Assessment) Regulations, 2018, under Scheme II, are the governing framework for India’s Compulsory Registration Scheme (CRS). Introduced in 2012 by the Ministry of Electronics & Information Technology (MeitY), the CRS aims to ensure that manufacturers secure a BIS CRS Certificate for their electronic products prior to placing them on the Indian market. Further to this, the Ministry of Electronics and Information Technology issued the Electronics & Information Technology Goods (Requirement of Compulsory Registration) Order in October 2012, which initially covered 15 categories of electronic products and components. On 13 November 2014, MeitY expanded the scheme by adding another 15 product categories. Likewise, in October 2016, the Ministry notified the relevant Indian Standard for Indian language support in mobile phones, strengthening local usability requirements.

In August 2017, the Ministry introduced an additional 13 electronic product categories under the CRS. After a few more days in September 2017, the Ministry of New and Renewable Energy amended the Solar Photovoltaics, Systems, Devices & Components Goods (Requirements for Compulsory Registration) Order, 2017, to include an additional five categories of products, which may be manufactured, stored for sale, or distributed within India.

By virtue of these orders, no person shall manufacture, store for sale, import, or distribute any goods that fail to conform to the Indian Standard prescribed by the Bureau of Indian Standards under the BIS Act, or that do not bear the authorised Standard Mark.
