CPCB EPR Registration for Importers: Complete 2026 Guide

abhishek By abhishek Updated October 23, 2026 16 min read
  • Understand CPCB EPR registration requirements for importers of plastic packaging, plastic-packaged products and plastic raw materials.
  • Learn the documents required, including PAN, GST registration, IEC and relevant import records.
  • Follow the online application process through the CPCB Common EPR Portal.
  • Understand plastic packaging categories, EPR targets, annual reporting and ongoing compliance responsibilities.
  • Avoid common registration mistakes and prepare your business for applicable Indian environmental regulations in 2026.

Introduction

Imagine an importer who buys personal-care products from a foreign supplier. The delivery includes bottles, lids, protective films and other things used to wrap the products. The buying is. The items are heading to India. While going through the import process the company finds out that it might need Extended Producer Responsibility (EPR) registration for the packaging. The company now has to look into the rules that apply gather the needed papers and check if it is registered. This task could have been done a time ago.

This is why CPCB EPR registration for importers deserves attention before a shipment is dispatched. Importers should understand their environmental compliance responsibilities during procurement instead of waiting until their goods reach India.

Under the Plastic Waste Management Rules, 2016, as amended, covered importers must assess their registration and EPR obligations. These can include businesses importing plastic packaging, commodities with plastic packaging, plastic raw materials such as resin or pellets, and certain intermediate materials used to manufacture plastic packaging, including films and preforms.

The rules and registration process have also evolved. From 28 June 2026, the former dedicated Plastic EPR Portal was discontinued for new activities, with existing user data migrated to the Common EPR Portal. Businesses must follow the current portal instructions and verify their records.

What Is CPCB EPR Registration for Importers?

CPCB EPR registration for importers is the registration process for businesses that fall within the Extended Producer Responsibility framework for plastic packaging.

Extended Producer Responsibility places responsibilities on businesses that introduce covered products and packaging into the Indian market. The purpose of Extended Producer Responsibility is to ensure that the relevant plastic waste is managed through the systems rather than being left without proper treatment.

Depending on the business category and applicable rules responsibilities of CPCB EPR registration for importers can involve recycling, reuse, recycled plastic content, end‑of‑life disposal and regulatory reporting.

For importers the first step is to identify the actual goods and materials being imported. A company importing bottles for commercial sale may have different obligations, from a company importing packaged consumer goods or plastic resin for manufacturing.

Who Needs CPCB EPR Registration for Importers?

The Plastic Waste Management (Amendment) Rules, 2024, clarified the definition of an importer to cover specified materials imported for commercial use. CPCB’s April 2025 notice also highlighted registration requirements for importers of plastic raw materials.

The following table provides a practical starting point.

Import activityWhat the business should check
Importing products packed in plasticEPR requirements for the plastic packaging
Importing empty plastic bottles or containersRequirements applicable to the imported packaging
Importing plastic resin or pelletsRegistration requirements for plastic raw material importers
Importing films or preformsWhether the material falls within the relevant intermediate-material definition
Importing plastic sheets or carry bagsApplicable registration and environmental requirements
Importing goods for sale under your own brandImporter obligations and any additional brand-owner responsibilities
Importing products without plastic packagingWhether another EPR framework or other compliance requirement applies

Does every importer need CPCB EPR registration?

Not every import transaction automatically falls under plastic packaging EPR. You must look at the nature of the goods the packaging material, the business activity and the legal rules that apply.

However businesses should not think that registration is required for big manufacturers. The 2024 amendment added categories, such, as importers of plastic raw materials.

Small businesses should also look at the rules. The registration route and the authority that must be contacted can depend on the type of applicant and the rules that apply.

Before you import, write down a list of your products the packaging materials you use and the raw materials you buy. This will help you see whether the business falls inside the registration framework.

What Changed in CPCB EPR Registration in 2026?

One of the most important operational changes in 2026 was the move to the Common EPR Portal.

The former dedicated Plastic EPR Portal was discontinued for new activities from 28 June 2026. The official portal notice states that existing user data was migrated and asks registered users to verify their migrated information on the new portal.

Existing users should follow the portal’s account-linking instructions. The earlier portal notice specified that the company PAN and authorised person’s PAN should match the details associated with the existing account.

What should existing registrants do?

  1. Businesses that already have an EPR registration should access the Common EPR Portal.
  2. Businesses that already have an EPR registration should follow the instructions for linking their existing account.
  3. Businesses that already have an EPR registration should verify their company and registration details.
  4. Businesses that already have an EPR registration should check whether the migrated information matches their records.
  5. Businesses that already have an EPR registration should report discrepancies, through the portal process.
  6. Businesses that already have an EPR registration should retain their registration certificate and relevant correspondence.
  7. Businesses that already have an EPR registration should not assume that an old login or an old screenshot is evidence that all information has migrated correctly.

What is the 2026 customs clarification about one-time registration?

CBIC Instruction No. 15/2026-Customs, dated 9 September 2026 deals with how importer EPR registration certificates that show a validity period should be treated.

The instruction makes clear that qualifying importer EPR registration certificates for the covered importer categories must be treated as one‑time registrations according to the amended rules. A printed one‑year period on an importer EPR registration certificate does not automatically mean the certificate must be renewed every year.

This distinction is important for importers whose consignments are questioned about the validity of their importer EPR registration certificates. The clarification does not remove the need to obtain an importer EPR registration certificate when required. Does it cancel the reporting and environmental duties that still apply.

Businesses should check their importer EPR registration certificate, against the portal records and follow the rules that apply to their specific registration category.

Documents Required for CPCB EPR Registration for Importers

Document preparation is an important part of the application process. Incomplete information or inconsistent business details can lead to clarification requests and additional work.

The precise checklist depends on the applicant’s category and the requirements displayed on the Common EPR Portal. The following documents and records are useful to prepare.

Document or informationPurpose
Company PANEstablishes the legal entity’s tax identity
GST registration certificateSupports business and tax details
Certificate of incorporation or business registration proofEstablishes the legal status of the business, where applicable
Import Export Code (IEC)Supports identification of the importing business
Authorised person’s detailsHelps manage the application and official communication
Registered business addressIdentifies the applicant’s registered location
Product list and descriptionsHelps establish the nature of imported goods
Packaging specificationsHelps identify plastic materials and packaging categories
Import invoices and shipment recordsSupports the assessment of imported quantities
Plastic raw material recordsHelps establish the type and quantity of relevant materials
Previous EPR certificate, where applicableHelps verify existing registration details
Previous compliance records, where applicableSupports review of the business’s existing obligations

These are preparation items, not a claim that every document is mandatory for every application. Always follow the current portal checklist for the relevant registration category.

Why should you check documents before applying?

If the official name on a companys PAN is not the same as the name written in the application the GST registration might show an address and the IEC might have old business details.

Even if the business is real these differences can cause issues during checking.

The details, about packaging need the care. An importer should not guess how much plastic packaging there is without a reason. The product details the supplier information and the import records can help prove the numbers.

A good way is to create one company-information sheet that has been checked and use it to fill in the application in a way.

How to Apply for CPCB EPR Registration for Importers Online

The application process starts by picking the category. Importers must not choose a category just because it seems close to their business. It’s important to get this right from the start.

Step 1: Identify your importer category

Look at what your business brings in. Does it import packaging? Products that come in packaging? Plastic raw materials?. Materials used to make plastic packaging?

Also think about your role. Are you a brand owner?. Do you have a different role under the rules?

Getting this now helps you fill out the correct application later.

Step 2: Collect company and import information

Gather all the details: PAN, GST, IEC, business registration, information about the person authorized to act for the company and records of the products you import.

If possible get packaging details from your suppliers. If a product has than one packaging part write down each material separately. Don’t group them all as one.

Step 3: Access the Common EPR Portal

Go to the CPCB Common EPR Portal. Follow the steps for new registration or linking an existing account.

Read the instructions for your category before entering any data. Don’t depend on old screenshots or guides, from the old portal. Those may not apply now.

Step 4: Complete the application

Fill in your business details and information about the imported products or materials. Pick the category and upload the documents the portal asks for.

Check everything carefully. Your company’s identity, import details and supporting documents must all match.

Step 5: Review and submit

Before sending it in check for spelling mistakes wrong numbers, missing files or any conflicting info.

If the portal shows a fee or payment step complete it. Don’t use fees or payment steps from sources. Stick to what the official portal says.

Step 6: Respond to regulatory queries

The reviewing authority may request clarification or additional documents. Respond through the prescribed process and retain copies of the communication.

The time required for processing depends on the completeness of the application and the authority’s review. Submission alone does not mean that registration has been approved.

Step 7: Save your certificate and plan compliance

Once registration is approved, download the certificate and retain it with the company’s import records.

Record the registration details internally and establish a process for monitoring applicable EPR targets, reporting dates and supporting documents.

Understanding Plastic Packaging Categories for Importers

Plastic packaging classification matters because the obligations that apply depend on the type of packaging and the rules that apply.

The EPR framework identifies four plastic packaging categories.

Category I: plastic packaging

Category I covers rigid plastic packaging that qualifies, for example plastic bottles, jars and containers.

An importer of personal care products should examine plastic packaging components and identify the relevant quantities. I think classification of plastic packaging should be based on the definitions that apply not just, on the commercial description of the product.

Category II: Flexible plastic packaging

Category II covers plastic packaging that qualifies, including specific films, pouches and carry bags.

Importers should review specifications, layers and structure of flexible plastic packaging. I think flexible plastic packaging may contain than one material so supplier documentation can be important.

Category III: Multilayered plastic packaging

Category III includes multilayered plastic packaging that contains least one plastic layer and at least one layer of another material as defined by the rules.

Laminated pouches are an example that may require closer examination. I think the business should verify composition and classification of plastic packaging instead of assuming from appearance alone.

Category IV: Compostable plastic packaging

Need help with this certification?Talk to a Diligence compliance expert. Free, no obligation.
Free Consultation

Category IV covers plastic packaging that qualifies, including plastic sheets and carry bags.

I think importers should confirm material classification and requirements of plastic packaging before using it. A product described commercially as biodegradable or environmentally friendly should not automatically be treated as compostable plastic packaging.

What Are the EPR Obligations After Registration?

I have seen that registration is one step but it does not cover every compliance responsibility. Importers must meet the obligations that apply to their business.

1. Maintain packaging records

I always remind myself to maintain records of imported products the types of packaging used and the relevant quantities. Useful documents include import invoices, product specifications, packaging weights and sales records.

For example an importer bringing in 10,000 personal‑care products should calculate the amount of packaging used based on supporting data. Merely knowing the total shipment weight may not be enough to make an assessment.

2. Understand the EPR targets

I have read that the regulatory framework includes obligations related to recycling, reuse, recycled plastic content and end‑of‑life disposal where applicable.

The exact requirements depend on the product category, financial year and relevant provisions. Importers should use the rules and portal instructions to find out which EPR targets apply to their activity.

Do not assume that one recycling certificate fulfills all EPR obligations.

3. Work with Plastic Waste Processors

When obligations are met through waste‑processing arrangements businesses must ensure that the Plastic Waste Processor is registered under the framework.

Keep supporting invoices, transaction records and certificates. Verify that these records match the category and obligation before using them for compliance.

4. Applicable annual reporting

I find it helpful to keep the records needed for returns and reporting. These may include import quantities, packaging details, relevant certificates and other information requested through the portal.

The CPCB guidance says that covered entities along, with raw‑material‑related categories must submit returns by June 30 of the following financial year. Importers should confirm the deadline and reporting requirements that apply to their category.

Registration, annual returns and meeting EPR targets are all compliance matters. Completing one does not mean the others are complete.

5. Check packaging identification and labelling

Importers and brand owners should review the labelling and identification rules that apply to their packaging.

Where the rules require information, registration details or other forms of identification the business must follow the provisions and current instructions. The exact requirements depend on the packaging and applicable rules.

Do not assume that a supplier’s label automatically satisfies requirements.

What Happens if an Importer Does Not Register?

Failure to comply with applicable registration requirements can create regulatory and commercial difficulties.

Possible consequences depend on the facts and the applicable law, but importers should consider the following risks:

  • Customs clearance difficulties: The business may face additional checks if it cannot provide registration evidence required for covered goods.
  • Regulatory action: Authorities may take action under the applicable environmental rules.
  • Environmental compensation: Financial consequences may arise where the relevant legal provisions apply.
  • Compliance backlogs: Delayed registration can leave unresolved documentation and reporting obligations.
  • Commercial disruption: Buyers and business partners may request proof of compliance before continuing a commercial relationship.

CBIC’s September 2026 instruction addresses the verification of qualifying registration certificates for covered imports, including certificates showing a one-year validity period. It should not be interpreted as a general exemption from registration or environmental compliance.

The better approach is to check applicability early, prepare the correct documents and resolve discrepancies before they affect business operations.

Common Mistakes Importers Should Avoid

Some compliance problems come from mistakes that could have been avoided of from complicated rules and regulations.

Use the portal for new activities: Follow the instructions that are currently listed on the Common EPR Portal.

Think that the supplier takes care of compliance: Look at your duties as the importer even if the supplier from outside the country gives environmental papers.

Put in packaging quantities that are not allowed: Use the import records the details about packaging and other trustworthy information.

Pick the type of packaging: Look at what materialsre used and the correct definitions that apply.

Forget about the reports: Keep track of the need to report separately from registration.

Think that every one-year certificate needs to be renewed: Check the rules and the CBIC explanation before doing anything.

Wait until the goods arrive: Make sure that EPR applicability is part of the checklist for import planning.

A simple way to handle things inside the company can help. Give someone the job of checking if registration is up, to date keeping papers updated and watching for report dates.

A Practical Example: An Importer of Consumer Goods

Consider an Indian business importing kitchen accessories and personal-care products from overseas suppliers. Some products arrive in plastic bottles, others in rigid containers, and some use protective films or laminated pouches.

The company initially assumes that its overseas manufacturer handles all packaging-related compliance. However, the Indian importer must assess its own position under the applicable Indian rules.

A practical review would involve:

  1. Preparing a list of imported products and their packaging.
  2. Collecting material specifications from suppliers.
  3. Reviewing whether the importer falls within the registration requirements.
  4. Preparing the required company and import documents.
  5. Applying through the Common EPR Portal, where applicable.
  6. Establishing a process for tracking packaging quantities, relevant targets and reporting.

Conclusion

CPCB EPR registration for importers is an important compliance consideration for businesses bringing covered plastic packaging, plastic-packaged commodities and plastic raw materials into India.

The process begins with identifying the correct registration category, checking current requirements and preparing accurate business, import and packaging records. Importers should also use the Common EPR Portal for current activities and verify their existing registration information where applicable.

Registration is only one part of the process. Businesses must also understand their ongoing waste-management, reporting and other regulatory obligations.

If your company imports products or materials that may fall under plastic packaging EPR, review the requirements before the next shipment. A careful assessment can help reduce avoidable documentation problems and make compliance easier to manage.
