- BIS certification for double row radial ball bearings is expected, but not confirmed. Compliance sources say the order is still a draft. We found no final Gazette notice as of 27 October 2026.
- If the order is notified, these bearings must carry the ISI Mark. The draft says the mark must be given under a BIS licence.
- IS 6456:2026 now replaces IS 6456:1972. Test against the new one.
- The time limit is unclear, because reports give two different timelines. Only the date in the Gazette counts.
- List your bearing models, test a few against the new standard, and ask your foreign factory if it has applied for a BIS licence. Wait for the Gazette notice before paying licence fees.
Introduction
You may have seen BIS certification for double row radial ball bearings mentioned on many websites. Some say it is already compulsory. Others say it is only proposed. Both cannot be right, and a wrong guess can cost you money.
Here is what is clear. These bearings are named in a draft government order, the Bearings (Quality Control) Order, 2025. As of 27 October 2026, we could not find the final notice in the Gazette of India. BIS has also updated the product standard to IS 6456:2026, while many pages still talk about the old 1972 edition.
So what should you do today? This guide tells you what is sure, what is not, and what to prepare first, so you do not spend too early or too late.
Is BIS certification for double row radial ball bearings mandatory right now?
Double row radial ball bearings are listed in the draft Bearings (Quality Control) Order, 2025. The draft would require the Standard Mark under Scheme-I of the BIS (Conformity Assessment) Regulations, 2018. Compliance sources were still calling it a draft in mid-2026, and as of 27 October 2026 we could not find a final Gazette notification. Separately, BIS has revised the product standard itself: IS 6456:2026 now supersedes the 1972 edition. Treat certification as expected but not confirmed, and verify the notification before any licence filing or shipment decision.
A Quality Control Order is how the government makes a standard compulsory. It is issued under Section 16 of the BIS Act, 2016. Until the order is published in the Official Gazette, it remains a proposal, however confidently a website may describe it.
What a double row radial ball bearing does, and why BIS cares
A double row radial ball bearing carries two rows of balls in one set of rings. That lets it take heavier loads than a single row bearing of similar size, which is why it turns up in gearboxes, pumps, electric motors and other machinery where a failed bearing stops a whole line.
That is also the regulator’s concern. A bearing costs little next to the machine around it and is hard to inspect once fitted. Dimensional accuracy, internal clearance and material quality decide whether it lasts two years or two months, and a buyer cannot see any of that on a shelf. A compulsory standard moves the check from the buyer’s trust to a licence.
IS 6456:1972 or IS 6456:2026: which one do you test against?
Most competitor pages get this wrong, and it is where importers and manufacturers can save real money.
BIS records show the standard has had its first revision, and IS 6456:2026 supersedes the 1972 edition. BIS circulated the draft revision for public comment in March 2024. The draft QCO, as consultancies summarise it, still names the 1972 edition.
The final order could name either edition. The sibling draft for bearing components says the latest version of each Indian Standard, including amendments, applies. BIS has also shown how it handles transitions for sister standards. The 6 March 2026 Gazette notice withdrew the 1972 editions of IS 6454 (Part 1) and IS 6458 on 27 August 2026. We could not find the equivalent notice for IS 6456, so confirm the withdrawal date with BIS before commissioning tests.
Our advice is to build your test plan around the 2026 edition. A report against a superseded standard is the easiest way to pay a laboratory twice.
What the draft order proposes, and why the timeline is still unclear
As consultancies describe the draft, covered bearings must conform to the listed Indian Standard and carry the Standard Mark under a BIS licence. BIS is the certifying and enforcing authority. The February 2025 draft proposed six months from publication for general industry, nine for small enterprises and twelve for micro enterprises. A later write-up describes 12, 15 and 18 months instead.
We cannot reconcile the two from the available sources, and you should not take either on trust. The only date that counts is the one in the Gazette notification, because every compliance period runs from its publication.
Drafts in this series also carry limited carve-outs. The bearing components draft exempts goods made in India solely for export, and allows 200 research and development imports a year. Summaries of the bearings draft describe similar relief for export-only manufacture and limited R&D imports. Read the final text before assuming any of it applies to you. Contravention is punishable under the BIS Act, 2016.
Who will need the ISI Mark
Indian manufacturers would apply to BIS directly. Overseas factories supplying India would use the BIS Foreign Manufacturers Certification Scheme. The licence therefore belongs to the factory, not to the Indian importer. An importer cannot certify someone else’s bearings through paperwork at the port.
For distributors, the practical risk is old stock and open purchase orders. Ask your supplier now whether its factory has started the BIS process and for which designations. That conversation takes ten minutes today and weeks after the order is notified.
How to prepare before the Gazette decides
- Map your range. List every designation you sell, with bore, outer diameter, width, seals or shields, and HS code. Scope questions are easier to settle on paper than at the port.
- Pull the standards. Get IS 6456:2026 from the BIS standards record and compare it with the edition your current test reports cite.1
- Run a gap check. Ask a BIS-recognised laboratory to test two or three representative designations against the 2026 edition.
- Get the factory’s position in writing. If you import, ask whether the manufacturer has applied under FMCS.
- Hold the filing, not the preparation. Unless a customer is demanding the mark, wait for notification before paying licence and inspection fees. If you want to file early, ask the BIS branch office whether the product is open for application ahead of the order. Do not assume it is.
Finish steps one to four now and you can file the week the notification appears. Our BIS certification services page explains how we handle the licensing side. [INSERT SECOND INTERNAL LINK: a live Diligence Certification page on BIS or QCO compliance]
Mistakes that cost bearing businesses money
The first is treating a consultant’s blog as law. Pages differ on whether this order is issued or draft, and only the Gazette settles it. You can search it yourself on egazette.gov.in.
The second is testing to the wrong edition, covered above.
The third is assuming an ISO 9001 certificate or a foreign test report replaces the ISI Mark. ISO 9001 certifies a management system. The ISI Mark is a product licence with its own inspection and testing.
The fourth is filing early on the wrong standard and finding the application has to be redone.
Why choose Diligence Certification for your bearing compliance
A BIS file for bearings rarely stays inside one rulebook. An overseas factory needs a licence under the Foreign Manufacturers Certification Scheme, the Indian importer has its own paperwork, and the test reports must match the right edition of the standard. Diligence Certification handles BIS work across the ISI Mark, FMCS, CRS and Scheme X routes, and its site says it covers certification, testing and documentation for manufacturers, importers and exporters. One team can look at your whole situation instead of passing you between desks. diligencecertification
We also tell you when not to spend money. The Bearings Order is still unconfirmed in the Gazette, so our first advice is to map your range, test against IS 6456:2026 and get your factory’s position in writing before filing anything. If the notification changes that advice, we will say so.
Write to us through the free consultation form on our contact page, and we will review your bearing range before you commit to a filing.
Why the second paragraph matters. Every competing consultancy page says “get certified now”. An honest “don’t file yet” is the one claim they will not make, and it fits the research in this blog. It describes how your team behaves, though, so only keep it if it is true.
What I left out
- Experience and results: I left out years of experience, client counts, approval rates and speed promises, because I could not verify them. The only “25+ years” on your services page sits inside the ARAI blurb, not the BIS one. Add it only if it is true for the whole company.
- Bearing-specific work: Your services page lists no bearing case study or lab partnership, so I made no such claim.
- Tone: The site uses words like “guaranteed” and “100% ease” in places. Keep them out of a regulatory blog, because they read as promises about outcomes you do not control.
Conclusion
Here is where things stand. These bearings are named in a draft government order, and compliance sources say that order is not yet finalised. We found no final Gazette notice as of 27 October 2026. BIS has also updated the product standard, and IS 6456:2026 now replaces IS 6456:1972.
So the smart move is to prepare now and file later. List your bearing models, test a few against the new standard, and ask your foreign factory if it has applied for a BIS licence. Then wait for the Gazette notice before you pay licence fees.
If you want a second pair of eyes on your bearing range, contact the Diligence Certification team through our free consultation page. We will tell you plainly what to do now and what can wait.
