As per the Rule 27 of Legal Metrology (Packaged Commodity) Rules, 2011, registration with the Director or Controller of Legal Metrology is must to a seller of pre-packaged goods to the consumers. Registration as importer
Importers of packaged commodities in India are required to obtain Imported Register, as provided for in Chapter 6, Rule 27 of the Legal Metrology (Packaged Commodity) Rules, 2011. The rule describes that import into India shall be permitted only in standard packages.
Registration as Manufacturer
the Legal Metrology Rules, every entity (institution or individual) engaged in the manufacturing of packaged products or affixing marks of manufacturer on such goods has to be registered as manufacturer. This, registration becomes mandatory for all producers of pre-packaged articles-as said in Rule 27 of the Legal Metrology (Packaged Commodity) Rules, 2011.
Registration as packer
Packer registration, as defined for all persons in the exercise of pre-packaging or packaging any commodity for retail or wholesale, is irrespective of the material that is used for packaging: it may be in a bottle, wrapper, or tin. If the packaged commodity is sold in more than one state, the packer, producer, and importer are required to have a Packer License from the Central Government of India.
Importer, manufacturer, or packer registration is required for handling packaged commodities in India. Such registration is given by either the Director or the Controller of the Central Legal Metrology Department situated in New Delhi. To apply for such registration, you must ensure:

The registration must encompass all products used in the pre-packing and packaging.
In case any subsequent modifications to premises are made (addition or deletion), the registration certificate must be updated.
Permission for use short Address
The labeling space for packaged commodities is limited. For this reason, Rule 28 of the Legal Metrology Rules, 2011, provides for a shorter address for packers, producers, and importers. The application is made to the Director or Controller with a declaration of the registered address and the shortened address applied for.
